About this file
The document is a Brand Name Justification for SAFCO TechWorks operator workstations for the Naval Sea Systems Command (NSWC). The procurement is for two 60" workbenches, three 48" workbenches, and eight L-Shaped workbenches with associated shelving, drawers, cable management, power management, and cabinets, totaling $72,348.26. These workstations will support the Machinery Control and Monitoring System (MCMS) Land Based Testing Facility (LBTF) for the CVN 78 Class program.
The justification details extensive market research conducted with Uline, Global Industrial, and McMaster-Carr, which found that alternative products could not meet critical requirements, including mounting specific 24.25" x 23.75" Operator Interface Panels (OIPs), supporting expansion modularity, rapid reconfiguration for different ship hulls, and compatibility with existing CVN 68 Class framework. SAFCO TechWorks was determined to be the only vendor meeting all requirements, with the added benefit of having a GSA contract that reduces government procurement costs. The pricing reflects a 5-10% increase due to recent market inflation, consistent with previous contract awards.

2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
Products must be able to (1) mount CVN 78 Class shipboard and LBTF equipment, (2) have expansion modularity for growth, (3) support rapid reconfiguration to support different ship hulls and configurations, and (4) compatibility with the CVN 68 Class existing framework to leverage existing in-house equipment.
SAFCO TechWorks product line meets all the above requirements for the operator workstations LBTF equipment. NSWCPD representatives worked with SAFCO representatives to create a drawing package for the proposed furniture that would meet the stakeholders’ needs, allowing for future growth; see 1332429A-Project Drawing.pdf.
SAFCO has a GSA contract, reducing the cost to the government to procure TechWorks material.
If SAFCO TechWorks product is not procured, due to LBTF size limitations, C513 would have less workstations. This would limit the ability for the lab to function properly by not fully displaying pertinent lab equipment (e.g. Simulation/Stimulation workstations, MCS workstations, and development workstations). Also, due to specific components C513 will be able to mount Operator Interface Panels (OIPs) onto the workstation. Other products that were researched could not successfully mount the size of the OIP required to support CVN 78 MCMS tasking.
3. MARKET SURVEY
Market research was conducted at other sources such as Uline, Global Industrial, and McMaster-Carr. All three sources have similar workbench configurations, but they do not meet two (2) of the four (4) requirements, listed in part 2 of this document. They support expansion modularity for growth and rapid reconfiguration for different ship hulls, but they fail at supporting mounting CVN 78 Class shipboard and LBTF equipment as well as leveraging existing in-house equipment.
None of these suppliers had equipment that met the requirements in terms of being able to mount ship-board equipment, expansion modularity, rapid reconfiguration to support different ship hulls, and compatibility with the CVN 68 Class existing framework. See specific requirements failures below:
Uline product numbers H-6341, H-6842, and H-9628 do support the requirements of rapid reconfiguration, and expansion modularity, but they fail to meet the remaining requirements. They cannot mount 24.25” x 23.75” OIPs which need to be mounted onto the operator workstations. Uline product numbers H-5767 and H-5768 have dimensions of 18” x 19”. These fit to existing mounting holes on product numbers H-6341, H-6842, and H-968. Additionally, they are not compatible with the existing TechWorks products that are already in-house. To support the growth of CVN 78 LBTF, the products need to be able to leverage already in-house equipment.
Similarly to Uline, Global Industrial has product numbers WB606998BL, WB606976BL, and WB607002BL which meet the rapid reconfiguration and expansion modularity requirements but fail to mount the 24.25” x 23.75” OIPs. This can be seen by products numbers WB249289ABL and WB249288ABL having dimensions of 18” x 19”. These mount to existing holes and cannot support the dimensions of the 24.25” x 23.75” equipment. Again, the Global Industrial product lines cannot leverage already in-house equipment that will be used for growth.
McMaster-Carr products 5169T401 and 9956T23 can be combined to create a 60” x 30” workbench. Products 5169T803 and 9956T23 can be combined to create a 72” x 30” workbench. A 48” x 30” workbench cannot be natively configured using their available products. Product 45065T61 can be attached to the 60” x 30” workbench to add shelves and product 45065T63 can be attached to the 72” x 30” workbench. However, these upper shelving units have no capability to mount the 24.25” x 23.75” OIPs, thus failing one of the requirements. Additionally, in-house equipment is not physically compatible with the McMaster-Carr product line.
4. ADDITIONAL FACTS
The price has increased by approximately 5 – 10 % per item when compared to the most recent C513 CGMCS award Contract# N6449822P0038 from 2022. This price increase is due to inflation costs that have hit the market over the last few years. The CGMCS award experienced similar inflation costs from the most recent award to the CVN 68 Class in 2018.
Office Installation Service, Inc. could only provide pricing for the installation – not the materials, and could not provide a CAGE code.
