I. Contracting Activity.

II. Nature and/or description of the action being processed.

The 76 MXSG does multiple organic projects for upgrading and expanding facilities on Tinker AFB. With the large number of heavy parts that are part of the production maintenance line the need for overhead cranes and hoist is essential in providing safe and expeditious means of maneuvering these parts on the shop floor. 76TH MXSG requires the purchase of various overhead cranes and hoists for project 22E014 and 22E029ME

III. Description of supplies/services required to meet agency needs.

1. The required equipment item description/specifications are outlined below. All items are required to be of the ACCO/Louden brand manufactured by ACCO Material Handling Solutions.

a. Four (4) 1/2 -ton capacity, Louden series 585 single girder underhung patented motor driven cranes

1) Single girder motor driven crane

2) 13ft 6in span with 4ft 6in overhang on one end and 1ft 0in overhang on other end, 19ft 0in overall length

3) Bridge Size: 604.924 Supertrack - full depth 11in tread-to-tread

4) Rigid track festooning electrification for operation of hoist and trolley

5) Two (2) #301956, 4-wheel 5,000-pound end truck assembly, 4 ½ inch DIA flanged wheels

6) Restraining lugs to end truck drop to 1inch

7) 6ft 0in wheelbase

8) 7ft 9in overall end truck length with rubber bumpers on both ends

9) 75 FPM max travel speed, two (2) each ½ HP motors, inverter duty with manual brake release

10) Variable frequency crane control, G+ series 4 inverter, preprogrammed 2, speed HBC radiomatic micron T7 transmitter and FST516 receiver with spare transmitter

11) Includes start button, crane-East/West, Trolley - North/South, Hoist - Up/Down, red emergency button, rechargeable batteries and charger

12) Crane, trolley and hoist motion to be controlled from one (1) set of transmitters

13) Warning horn and strobe light activated when crane is in motion

14) Four (4) #811.32, dual collector assembly with mounting bracket, figure-8 collectors

15) Power 460V, 3P, 60H - 110-volt control

16) Headroom dimension - Tread line of runway to saddle of hook - 2ft 8in

17) Shall be designed for operation on Louden 3.33in patented track (604.1231)

b. Four (4) 1-ton electric chain hoist with motorized trolley downrated to ½ ton (P/N MODEL 2130130-VFD-460)

4) Lifting Speed: 21/7 FPM, 2 speed variable frequency drive

5) Hoist Motor HP: 2.4 HP, 4.2 amps

6) Suspension: Lug mounted to motorized trolley

7) Trolley Speed: 50/17 FPM, 2 speed variable frequency drive

8) Trolley Fits: 3.33in Louden patented track

9) Trolley Motor HP: .54 HP, 1.5 amps

IV. Statutory authority permitting other than full and open competition.

FAR 13.501(a)(1)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Currently, all monorail cranes and hoist/trolley previously installed and currently designed by MXSG use brand name Louden/ACCO items for their lifting systems. It is critical to have uniform Louden monorails and ACCO hoist/trolley system throughout the production shops/facility to allow for reutilization of parts and to facilitate speedy relocation of these shops/facilities within the organization and other buildings. Currently MXSG has over $2.5M invested in the Lounden brand. The use of another brand could cause an impact to product due to an entire rail system would have to be changed when this alternate brand went down instead of individual parts being swapped from units not in use. In addition, the tradesman tasked with maintaining the hoist/trolley will use less time to repair/relocate and this leading to smaller production down times for shops. Changing the current MXSG crane design for these specific projects would not only complicate the reuse of existing components, but would eliminate the gains made by having a standardized monorail design in accordance with the “AFSC way.”

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

This effort will be solicited to acquire the Louden/ACCO brand items. The manufacturer of the Louden/ACCO items does not sale directly to the public or government but instead uses authorized dealers/distributors. Therefore, competition will be maintained at the dealer/distributor level.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Based upon previous acquisitions of the same or similar items, adequate competition for this effort is expected at the dealer/distributor level. IAW FAR 13.106-3(a)(1), price reasonableness will be based on competitive quotations received from these dealers/distributors. If only one quotation is received, the Contracting Officer will determine price reasonableness IAW the factors listed in FAR 13.106-3(a)(2) and will document the file accordingly.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (333923) looking for companies that could provide this requirement (FSC 3950). A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could fulfill this requirement as well as internet searchs to identify companies able to provide the required brand. In addition, previous contracts for the same or similar items were reviewed. The Contracting Officer contacted the manufacturer to inquire whether they sold these items directly to the public or the Government. The manufacturer stated that they do not sell directly to the public or the Government and only sell through authorized distributors.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

No further information.

X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The Government will continue to assess the market on future purchases for similar items in an attempt to determine if other brands can be interchanged with the current required brand. At the present time, competition is maintained at the dealer/ distributor level.
