Last Updated: 02/01/22 Page 1 of 1

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C257-23-AP-1970 JOFOC Log Number: 2023-06-01T08:48:10

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 17, located at

5441 Babcock Road, San Antonio, TX 78240 in support of VISN 17 VA Health Care System at 1901 Veterans Memorial Drive, Temple Texas 76504. VISN 17 intends to procure Dialog A + HE/BIC hemodialysis systems, under Purchase Request Number 674-23-2-3484-0151.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This procurement is for a brandname justification approval in accordance with FAR 13.106-1(b)(1)(ii), where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2. This action will be awarded as a new firm-fixed-price contract for a particular brand.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Medical Services Nephrology department aims to purchase five (5) Dialog A + HE/BIC hemodialysis systems. This is specialized equipment and provided real time renal clearance data during dialysis treatments. This system provided simplified disinfection techniques that meet post Coronavirus Infection Control Standards. B. Braun Hemodialysis airless system eliminates blood-air interference and its single needle procedure for patients with acute infiltration problems has proven beneficial in the Central Texas veteran population. Brand name only shall be requested.

The estimated value of the proposed action is $ 80,595.00.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted using Vendor Information Pages (VIP), General Services Administration (GSA) advantage, Small Business Administration Dynamic Small Business Search, and Federal Procurement Data System (FPDS) and Contract Opportunities. Based on the market research conducted, no two or more VIP verified and capable SDVOSBs or VOSBs were identified and appeared capable of performing the requirement. However, there are known small businesses that appear to qualify for this procurement. Therefore, it is anticipated that all small businesses will be solicited for this requirement using competitive procedures.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
