About this file
This document comprises Maryland Department of Health branding guidelines that establish standards for logo usage, color specifications, and design requirements applicable to the agency's official communications and vendor materials. The branding guidelines document specifies the Maryland Department of Health's primary and secondary logos in multiple formats (color, grayscale, and white versions), along with the official color palette consisting of gold (CMYK 0/25/95/0, RGB 255/194/51, HEX #FFC838, PMS 136) and red (CMYK 0/100/65/20, RGB 196/14/62, HEX #C8122C, PMS 186) that match the state flag. The guidelines prescribe mandatory clearance space around the logo equivalent to the height of the letter "M" in Maryland, specify approved typefaces (Montserrat Semi Bold and Regular), and require file formats in EPS/Vector for professional printing and signage, JPEG for images at 300 dpi, and PNG for digital applications. The related contract opportunity is an RFP issued by the Maryland Department of Health's Center for Cancer Prevention and Control for creative design and messaging development services for a statewide multimedia public education campaign addressing lung, prostate, colorectal, and breast cancers in disproportionately impacted communities, with proposals due December 11, 2025.
The contract runs from January 1, 2026, through June 30, 2026, with final asset delivery expected by September 30, 2026. The vendor must demonstrate a minimum of five years of graphic design experience, preferably in the public sector, and must conduct focus groups and listening sessions with target communities to develop culturally relevant materials in both English and Spanish across video, digital, radio, and print platforms. All materials produced become the sole property of the State of Maryland, with vendors required to purchase all rights to images, music, and talent for indefinite use by the Department. Payment is structured in three installments: one-third at 60 days (March 30, 2026), one-third at 120 days (May 31, 2026), and the balance upon final asset receipt. Financial proposals must detail employee salaries and fringe benefits, participant recruitment costs, travel expenses, and indirect costs not exceeding 10 percent of total direct costs. Offerors must submit three signed client recommendation letters dated within five years, staff resumes, and three samples of similar multimedia campaigns developed within the last five years, with the written proposal limited to six pages. This is identified as a new initiative with no incumbent vendor, and Minority Business Enterprises and Small Business concerns are encouraged to respond.
