About this file
This is a Notification of Brand Name Specifications filed by Water Environment Services (WES), a division of Clackamas County in Oregon, seeking exemption from competitive bidding requirements for industrial automation system components. WES is standardizing procurement to Siemens Controls SIMATIC Industrial Automation System Components for use in SCADA systems that monitor and control wastewater treatment infrastructure. These systems are critical long-life assets composed of Programmable Logic Controllers (PLCs), Input and Output Modules, Power Supplies, and control software that provide real-time operational monitoring, automated control functions, and alarm notifications across WES's wastewater conveyance and treatment facilities. The brand standardization became effective on September 24, 2026, and will remain in effect for ten years, expiring on December 31, 2036.
WES determined that the Siemens Controls brand standardization meets procurement requirements under Oregon Revised Statutes 279B.215 based on three factors: the specification is unlikely to encourage favoritism or substantially diminish competition, it will result in substantial cost savings to WES, and it ensures efficient utilization of existing goods through compatible equipment acquisition. Vendors may submit written protests regarding this standardization to Procurement Director Ryan Rice at rrice@clackamas.us within fourteen calendar days of the notice issuance by 5:00 PM, in accordance with Local Contract Review Board Rules C-047-0700.

NOTIFICATION OF BRAND NAME SPECIFICATIONS
9/24/2026
Brand name: Siemens Controls
Project Description: SCADA System Monitors for Treatment Infrastructure
Description of Goods: SIMATIC Industrial Automation System Components
Notice is hereby given by Water Environment Services (“WES”), through its Procurement
Division, that it is seeking exemption from brand name specifications within a class of solicitations.
1. Industrial automation systems are critical components within modern wastewater conveyance and treatment infrastructure. They are composed of customizable computer hardware and software that act without human input to control automate industries around the clock, including wastewater pump stations and water resource recovery facilities. Together with the wider IT network, WES operates several industrial automation systems to provide overall supervisory control and data acquisition
(“SCADA”). The SCADA system monitors key operational parameters, makes changes in real time based on pre-programmed logic, and notifies WES staff with alarms when infrastructure is not functioning correctly. The system is a long-life assets central to uninterrupted operations, regulatory compliance, and effective emergency response.
Components include Programmable Logic Controllers (“PLCs”), Input and Output
Modules, Power Supplies, and control software for use throughout its wastewater system.
2. According to ORS 279B.215, the County has determined that for the class of solicitations that include SIMATIC Industrial Automation System Components, only the identified brand name specification listed above will meet the needs of WES based on one or more of the following written determinations:
a) That use of a brand name specification is unlikely to encourage favoritism in the awarding of public contracts or substantially diminish competition for public contracts;
b) That use of a brand name specification would result in substantial cost savings to the
WES; and/or
c) That efficient utilization of existing goods requires the acquisition of compatible goods or services.
3. This Standardization is for a Class of Solicitations. This Standardization shall be effective for the next ten (10) years, expiring on December 31, 2030.
4. In accordance with Local Contract Review Board Rules C-047-0700, a vendor may submit protests regarding this notice to the Procurement Director, Ryan Rice, rrice@clackamas.us. Written comments must be received by 5:00PM, within fourteen
(14) calendar days from the date of issuance of this Notice.
