About this file
Determination and Findings (D&F) for Brand-Name Sole Source Procurement
This is a Determination and Findings (D&F) document issued by the National Guard Bureau, United States Property and Fiscal Office of Vermont (NGVT-PFO) on July 30, 2026, authorizing a sole source, brand-name restricted procurement for specialized biathlon training equipment. The contracting activity proposes to acquire up to six (6) complete sets of the EcoAims CBR500 Camera Rifle Set (Part Number: K-1298-XX-XX-CBR) manufactured by Ecoaims Oy of Finland, with delivery to Camp Johnson in Colchester, Vermont. Robert Rosser is identified as the sole authorized domestic supplier and distributor with current SAM.gov registration. The procurement will be conducted using Simplified Acquisition Procedures, with the estimated procurement value redacted in the document.
The D&F justifies the competition restriction based on the unique mission requirements of the Vermont Army National Guard Biathlon Team for a high-precision, lead-free electronic training system that replicates realistic match conditions without live ammunition hazards. The CBR500 system is distinguished by its camera-based, wireless technology; proprietary E-Di3 Display Unit with adjustable software parameters for aiming patterns and shot analysis; fully integrated targetry (ELT630 outdoor targets and TAR-100/30L electronic targets); specialized ergonomic features supporting both left- and right-handed configurations; and standardized integration with existing training infrastructure. The D&F establishes that market research confirms exclusive manufacturing by Ecoaims Oy and that no other domestic vendor can provide the authorized product configuration, complete parts kits, or manufacturer-backed warranty services, making the sole source restriction fully justified and in the Government's best interest.
