Section B: Description of the Supplies/Services Required
The 53rd Weapons Evaluation Group (WEG) requires one each replacement antenna for their Advanced Command Destruct System (ACDS) at Tyndall AFB, FL. The antenna is P/N OQCLO-04-7/16F, manufactured by mWave Technologies LLC. This ACDS is used to remotely detonate AIM-120s during weapons evaluation testing as needed.
Section C: Justification for Soliciting from a Single Source or Brand Name
The ACDS was manufactured by HX5 LLC and has ongoing maintenance conducted by ECS Technologies LLC. Within the system's Technical Order 31S8-4-18-1 (document 107650-01, Version 1.0, Dated 6 Feb 2015), the use of mWAVE antenna p/n OQCLO-04-7/16F is stipulated as required to ensure the ACDS functions as intended. There are currently no alternative antennas that are tested and approved to be integrated into the existing ACDS. Any deviation from the established system design would require the Range Commanders Council (RCC) to retest and reverify the system is able to detonate the armaments in accordance with public safety. The ACDS is also specifically built around the specifications of the MWave antenna p/n 0QCLO-04-7/16F and any change in the antenna would require system reconfiguration.
Section D: Efforts to Obtain Competition
This is a brand name requirement and there is reasonable expectation for competition among small businesses, including the manufacturer and any commercially available reseller.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The ACDS may need to be replaced in the future due to obsolensce. When the ACDS is required to be replaced, the entire system will be competed to the maximum extent practicable.
