About this file

This is a Justification for Use of Other Than Full and Open Competition memorandum for a sole-source acquisition of firefighting boots for the Military Sealift Command (MSC). The document requests procurement of Honeywell firefighter turnout gear and boots specifically for USNS TAO 210 USNS Sojourner Truth, required to be onboard before Damage Control critical events and trials.

The justification cites brand name requirements, noting that Honeywell is the only manufacturer listed on the AEL 2-88MSC1129 Fire Fighters Ensemble, with boots that have been vetted by the Military Sealift Command's Damage Control Engineer. The boots must be manufactured in the USA, comply with NFPA 1971-2013 and OSHA Standard 29CFR 1910.1030, and meet MSC specifications. The document is signed by Robert Garback and Jennifer Perazone on 8/4/2025 and 8/8/25 respectively, indicating upcoming procurement activity.
