About this file
This document is a justification for other than full and open competition regarding an intrusion detection system for the Michigan Army National Guard. The Michigan ANG requires an Advantor intrusion detection system to integrate with their existing Advantor electronic security system console. Only three contractors are on the approved list for non-nuclear intrusion detection systems, and Advantor is one of them. Using a different vendor's system would require installing new compatible intrusion detection elements at an additional cost of hundreds of thousands of dollars. The ANG also has an existing multi-million dollar maintenance agreement in place with Advantor that would cover maintenance and training for the new system at no additional cost, providing estimated annual savings of $344,000 or $1.4 million over the life of the contract.

3. Description of Supplies/Services: Advantor Intrusion Detection System to include cameras, card readers, and head end system
4. Authority Cited: The applicable FAR reference is 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements; (a) Authority. (1) Citations:
10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1). (2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
5. Reason for Authority Cited: A memorandum was issued by HQ USAF I A 7S authorizing Non-Nuclear Intrusion Detection System (IDS) Equipment. There are only three (3) contractors that are on the approved list, Advantor is one of the three (3). The IDS system to constructed in B6911 must tie in to the existing Electronic Security System Console (ESSC) which is also Advantor. Using other than Advantor IDS equipment would result in additional costs to install new compatible intrusion detection elements (IDE) at a cost of hundreds of thousands of dollars. Furthermore there would be additional maintenance costs for a separate system. Currently there is a multi-million dollar maintenance agreement in process with Advantor. This agreement is directly paid for by the National Guard Bureau and will alleviate the need to buy a separate maintenance agreement for Battle Creek Air National Guard Base resulting in an approximate cost saving of $344k annually or $1.4 million for the duration of the contract. The agreement will also encompass training for use of the system to base personnel at no cost to the 110th Wing. The agreement will further include a discount for any parts needed for future repairs of the Advantor system. The agreement will cover tech
