About this file
This is a Single Source/Brand Name Justification Form for simplified acquisitions under $250,000. The form documents a federal procurement decision to purchase the National School Reform Faculty's Critical Friends Coaches Group Training as a single source requirement.
The procuring organization conducted market research on the NSRF and Pryor Learning to identify facilitation training programs meeting their specific needs: competency-based training from the ground up, nationally recognized certification demonstrating competency in facilitation, and accommodation of 15 instructors within budget constraints. The justification asserts that while Pryor Learning offers general facilitation skills training, it does not provide the in-depth facilitation methodologies essential to the organization's improvement of teacher practice through peer observation and feedback. The Critical Friends Group Coaches Training is uniquely tailored for training technical school students and provides experienced facilitators with practical guidance in competency-based education. Under FAR 6.302-1, the justification identifies NSRF as the only responsible source capable of satisfying agency requirements. Supporting the single source determination, the organization notes three previous successful training sessions with positive feedback from both new and experienced instructors who appreciated the modern alternative instructional techniques. The form was signed by a Resource Advisor on 15 July 2026, a Commander on 28 July 2026, a Contracting Officer on 28 July 2026, and a Contracting Flight Chief, confirming the single source determination in accordance with FAR 13.106-1(b)(1).

| Question 2 Response: Market research on the NSRF and Pryor Learning was conducted to identify facilitation training programs that could meet the specific needs of our organization, focusing on programs that: 1) Provide competency-based training from the ground up; 2) Offer a nationally recognized certification demonstrating competency in facilitation; and 3) Can accommodate a cohort of 15 instructors at one time within our budget. | |
| Question 3 Response: Yes. While Pryor Learning offers general facilitation skills training, it does not go in-depth into facilitation methodologies like the CFG Coaches Training, which is essential for our improvement of teacher practice through peer observation and feedback. | |
| Question 4 Response: It is necessary to secure specialized Critical Friends Group Coaches Training, developed and disseminated by the National School Reform Faculty (NSRF). The CFG is uniquely tailored to meet the needs of training tech school students. The NSRF provides experienced facilitators who provide practical guidance showcasing their expertise in competency-based education. | |
| Question 5 Response: The Critical Friends Group Coaches Training is already tried and true. We've hosted three previous sessions, and they received positive feedback across the board. New and experienced instructors alike have said they appreciate learning modern alternative instructional techniques which have proven to be effective. We also wish to keep the training standardized which wouldn't be possible if we switch companies at this point. | |
