III. BRAND NAME SPECIFICATION JUSTIFICATION

DESCRIPTION OF REQUIREMENT:

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) requires the below specified parts to be purchased as part of the which will be part of a technical refresh at and additionally, will be building a development cluster at NUWCDIVNPT which mimics the hardware configuration at the various Navy training ranges. These specific A/D and D/A cards and their associated cables are the only parts available which meet the minimum technical requirements for the technical refresh.

The system, maintained and developed by NUWCDIVNPT, currently uses cards from General Standards Corporation for digital to analog conversion and analog to digital conversion capabilities.

JUSTIFICATION:

The General Standards A/D and D/A PCIe boards meet the Government minimum requirements. The design of the equipment is proprietary to General Standards. No other manufacturer can produce equipment that is identical in form, fit, function, and software interface capabilities without violating General Standards’ proprietary design.

General Standards equipment was previously obtained by and combinations of this equipment, as well as predecessor versions of this equipment, are also installed at other NUWC designed/operated Ranges including

. The software and system has been developed to utilize the General Standards equipment. The PCIe boards are unique due to input/output channel count, analog to digital conversion method, sampling rate, interface cabling, and form factor.

The Government has invested much time and funding in investigating products of this type for use at the above listed ranges over the last 20 years on several different projects. The system and subsystem suite of equipment has been designed around these General Standards products. The use of another manufacturer’s product (if one can be found) would necessitate the extensive redevelopment of the existing software, at an estimated cost greater than . These efforts would result in an anticipated schedule delay of 9-12 months.

Additional long-term cost of not obtaining General Standards equipment will result from the logistical costs of tracking multiple hardware versions for spares replacement and the maintenance of multiple software versions that will have to be maintained in order to operate the different software suites at the different locations.

RESELLERS: Any authorized resellers of General Standards will be acceptable.

Requiring Department: Based on the above, I recommend this acquisition be conducted on a Single Source basis. I certify the technical data which form the basis of this justification are complete and accurate

Contracting Officer: Based on the above, I have determined that the circumstances of the contract action deem only one source/brand reasonably available. By signing this form I certify that this justification is accurate and complete to the best of my knowledge and belief.
