About this file
This is a Brand Name Specification Determination document issued by the Oregon State Police on August 5, 2022, for the procurement of ammunition. The agency requires Ruag International ammunition specifically for the Department's Special Weapons and Tactics (SWAT) and Mobile Response Team (MRT) weapons systems. The Oregon State Police will issue a solicitation through OregonBuys to obtain competition among multiple distributors of Ruag International ammunition. The total estimated cost for this six-year price agreement is not to exceed $150,000.
The determination justifies the brand name specification based on the finding that Ruag International is the only manufacturer meeting the agency's specific quality, performance, and functionality requirements. The agency emphasizes that SWAT and MRT members have trained exclusively with Ruag International ammunition for at least four years and have hands-on familiarity with this brand, making it critical for operational safety and effectiveness. Ruag International ammunition has been selected following extensive testing and is the only ammunition type compatible with the specific weapon platforms used by these tactical units. The approval was granted by Sharon Domaschofsky, Designated Procurement Officer, on August 10, 2022, pursuant to Oregon Administrative Rule 125-247-0691 and Oregon Revised Statutes 279B.200-215. The procurement will prioritize purchasing through existing or future statewide price agreements whenever available.
