About this file
This is a Brand Name Justification document supporting a sole-source procurement of Allen-Bradley ControlLogix PLC modules. The acquisition requires procurement of chassis assemblies, DC power supplies, controllers, compute modules, Ethernet communication modules, digital and analog I/O modules, slot covers, and terminal blocks, with the major component being the Allen-Bradley ControlLogix 5580 Controller. Required delivery is 8 weeks after contract award.
The justification is based on system compatibility requirements. The existing control system architecture is designed exclusively around the Allen-Bradley ControlLogix platform, and substituting equipment from another manufacturer would necessitate significant redesign of system hardware, control software, and communication interfaces. The document documents a market survey of alternative PLC platforms that determined no other manufacturer meets the compatibility requirements without substantial system redesign, software redevelopment, and integration testing. The contracting officer, Shawn Michael Waters (AEL.1454892662), certified the justification on May 6, 2026, acknowledging that this procurement precludes the use of full and open competition.

BRAND NAME JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
Procurement of Allen-Bradley ControlLogix PLC modules to support the existing control system architecture. Required items include chassis assemblies, DC power supplies, controllers, compute modules, Ethernet communication modules, digital and analog I/O modules, slot covers, and terminal blocks.
Major Components include the Allen-Bradley ControlLogix 5580 Controller, Chassis, power supplies, communication modules, and associated I/O modules required for system operation and expansion. See section 3.1 of the SOW for Components quantity modules of Allen-Bradley.
Required delivery: 8 weeks after contract award.
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE/BRAND NAME
BASED ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF
THE ACQUISITION
The existing system is designed around the Allen-Bradley ControlLogix platform, requiring compatible for integration with the current PLC hardware, firmware, and network architecture.
Substituting another manufacturer’s PLC equipment would require significant redesign of system hardware, control software, and communication interfaces. This would introduce additional engineering effort, increased costs, schedule delays, and system requalification testing.
Therefore, Allen-Bradley ControlLogix modules are required to maintain compatibility and ensure reliable system operation.
3. MARKET SURVEY
other PLC platforms, including
, were reviewed. However, these systems are not compatible with the existing ControlLogix architecture.
Use of an alternate platform would require complete system redesign, software redevelopment, and integration testing. Based on the review, no other manufacturer meets the compatibility requirement without significant redesign.
