1. Identification of the agency and the contracting activity.
Forest Service Region 6 Rogue River-Siskiyou National Forest: J. Herbert Stone Nursery
2. Description of supply or service required to meet the agency’s needs.
Q-Plug (Brand Name) media or equal to ¼ inch concave dibble per cell that will fit in government provided Expanded Polystyrene Trays (Hortiblock 200).
3. Rationale or circumstances for limiting competition.
The government already owns the Expanded Polystyrene Trays (Hortiblock 200) which the Q- Plug (Brand Name) media fits This brand name request (FAR 6.302-1) reduces the duplication of costs [FAR 6.303-2(b)(9)(ii)] associated with having to procure new trays for the plugs to be placed into.
4. Description of the market research conducted and the results or a statement of the reason market research was not conducted.
Market research was performed utilizing previous purchases, Google, Microsoft Edge and Firefox search engines and the Small Busines Association (SBA) quick search tool.
