DEPARTMENT OF THE AIR FORCE
OKLAHOMA CITY AIR LOGISTICS COMPLEX
(AFMC) TINKER AIR FORCE BASE OKLAHOMA
01 October 2021
TO: AFSC/PZIM
FROM: OC-ALC/OBCA for 76 MXSG
SUBJECT: Brand Name Justification for M22-009 Furnace Parts
1. The 76th MXSG request the purchase of brand name GM Enterprises replacement parts needed to repair GM Furnace (S/N: 1-1680) located in Building 9001 at Tinker Air Force Base.
2. The GM Enterprises replacement parts are needed to repair the current GM Enterprises Furnace (S/N: 1-1680) that is currently nonoperational. GM Enterprises, A Nitrex Company, is the original manufacturer of these specific replacement parts. Due to the proprietary design and specifications on the heating elements and support components, the Original Equipment Manufacturer (OEM) will not provide any construction information to the government. In addition, no information is commercially available to specify materials and fabrication processes to duplicate these items. By using non GM vetted and verified components, there is a significant risk of negatively affecting the system warranty and could compromise system safety. Failure to purchase GM Enterprises replacement parts and support components will prevent the equipment from becoming operational. This will result in the need for work to be relocated, therefore, increasing part flow rate time. Purchase of the GM Enterprises replacement parts ensures reliable performance with few problems, less downtime, and increased productivity
3. Therefore, it is requested that GM Enterprises equipment is procured to meet all the requirements of the program office and subsequently the warfighters.
4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (332811) looking for companies that could provide GM Enterprises Furnace Parts. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide GM Enterprises Furnace Parts. GSA RFQ 1523624 was submitted to 171 vendors and zero (0) responded. GSA RFQ 1523621 was submitted to 141 vendors and zero (0) responded. The original equipment manufacturer (OEM), GM Enterprises, A Nitrex Company, was contacted for a list of distributors/resellers that could provide GM Enterprises Furnace parts.
The OEM, G-M Enterprises, A Nitrix Company, stated parts could only be purchased from G-M Enterprises, A Nitrix Company. In review, one (1) source provided a ROM that can satisfy this requirement.
5. For further information or clarification please contact for contract requirements support issues.
6. I have determined, in accordance with FAR 13, that the circumstances of this contract action deem a specific brand name to be required.
