DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106‐1 For
Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C245‐22‐AP‐2026
1. Contracting Activity: Department of Veterans Affairs, VISN 05, 688 Washington D.C VA Medical
Center Regional Procurement Office East, Network Contracting Office 5. PR# (2237): 688‐22‐3‐035‐
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The following supplies are needed for the Dialysis Program to provide renal care. The supplies required are Bicarbonate Concentrate Acid used to be perform hemodialysis. The brand‐name Centrisol 45X Liquid Acid Concentrate & Bicarbonate products are being sought. Estimated value of contract is $90,438.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Citing the authority found in FAR 6.302‐1 (a)(2)(ii), the requirement is to be used in conjunction with liquid drums solutions to combine and formulate concentrated liquid treatments for veterans undergoing dialysis. The concentrated acids cannot be substituted as they are the required compatible solutions due to the equipment and system currently being used by the Washington DC VA Medical Center. The doctor’s recommdations for specific supplies for the hemodialysis process should not be taken lightly, as the process is an integral part of maintain the health of the veteran’s kidneys.
4. Description of market research conducted and results or statement why it was not conducted:
Two separate searches were conducted of the VIP database for SDVOSBs and VOSBs who could potentially fulfill the requirement. The searches did not garner any results. With the following information, the VA Rule of Two cannot be met. The MSPV product list offers three of the requested eight products for the requirement. It is recommended that all products be procured together as it would be more logistically and cost efficient to have one complete contract versus multiple contracts. A Google search of acid concentrate for dialysis brought back results of three vendors who could potentially meet the requirement. Dial Medical Supply is the only vendor of the three that offer the Centrisol liquid acid concentrate & bicarbonate that is a required compatible solution, due to the equipment and system used. After a revised Google search for Centrisol liquid acid concentrate & bicarbonate, Medivators/Minntech and Medline were found to also offer the product line.
