About this file

This is a Single Source Justification for a simplified acquisition by the Department of Veterans Affairs for a GE Venue Go Ultrasound system and accessories for the Kansas City VA Medical Center Emergency Department. The estimated acquisition amount is $55,474.07, with Purchase Request Number 589-26-2-1792-0182, under Acquisition Plan Action ID 36C255-26-AP-1963. The Network Contracting Office (NC) 15 in Leavenworth, Kansas is executing this procurement in support of VISN 15 facilities.

The justification asserts that the GE Venue Go Ultrasound is the sole source capable of meeting the Emergency Department's specific requirements due to unique characteristics unavailable in competing products. These characteristics include console/cart adaptability with multiple form factors (cart, tabletop, wall mount, or boom), AI-enhanced assessment capabilities for emergency and ICU settings, specialized scanning settings for cardiac and lung protocols, three probes for enhanced clarity, extended battery life, and a 15.6-inch sealed touchscreen supporting gloved operation and disinfection for infection control compliance. Market research was conducted using NAICS 334510 across multiple sources including SBA DSBS, SAM, GSA, and others, identifying two SDVOSB authorized distributors: Frontline Healthcare, LLC and TrillaMed, LLC. The Contracting Officer, Tywanna Sparks, certified the justification on July 22, 2026, approving the single-source purchase in accordance with FAR 13.106-1(b).
