About this file
This document is a Memorandum for Record detailing a sole source justification for the procurement of nine WallHound-Pro wireless intrusion deterrent systems from Berkley Varitronics Systems under simplified acquisition procedures. The procurement will be conducted under a purchase order or task order against a contract vehicle, with an estimated total value of less than $250,000. The justification cites the Brand Name exception under FAR 8.405-6(a)(1)(i)(A) as the WallHound-Pro is the only detector that meets all customer requirements, including functionality in SCIF environments. Market research identified no other acceptable alternatives. The Contracting Officer has determined the price to be fair and reasonable. This procurement will not be publicly posted due to the dollar value being under $25,000 for a brand name restriction.

| Text211: Market research identified a few different cell phone detectors. In this case, the other detectors did not meet all of the customer requirements (e.g did not have white list option or geolocational accuracy) and/or are not approved for use in a SCIF. There are a couple of vendors that sell this particular brand detector but one vendor was an overseas company not authorized to sell the product in the U.S. Another was not registered in SAM.gov. We did find one large business that re-sells this particular brand but at a steep mark-up. | |
| Text212: Wall hound pro can identify floor of emission (other models cannot provide this level of locational data) and designed to function with minimum interaction from any security personnel while scanning for wireless device usage that has been discouraged or prohibited from certain spaces. Wallhound pro is approved for use in SCIFs per ICD-705, DODI 8420.01. Other units have not been approved for use in SCIFs. | |
