MEMORANDUM FOR 49 CONS/CC

FROM: 49 CONS/PKA

SUBJECT: Brand Name Purchase for Fire Station 2 Security Cameras in Accordance With (IAW) FAR 13.106-1(b)(1)

The 49th Civil Engineer Squadron (49 CES) requires the installation of Bosch Security Cameras in Fire Station 2 to replace the outdated security monitoring system (Cameras). This acquisition is estimated to cost .

Market research revealed that while there are some competitive alternatives to the Autodome IP Starlight 7000 HD 1080P 30X Ultra cameras, none are capable of providing all the capabilities required.

The cameras MUST BE: compliant, interoperable and interface with Holloman's Emergency Communications Center current security monitoring systems at Holloman AFB; capable of operating with Bosch proprietary Digital System; INTRINSICALLY SAFE; STARLIGHT capable and IP programmable; to PAN/TILT/ZOOM 360 degrees with functional control measures; water resistant and able to operate in all weather conditions. Non-Authorized Bosch dealers, equipment would require the replacement of invested in current FES video security monitoring system equipment.

Purchasing different cameras would require an entirely new system.

The customer contacted one (1) vendor to obtain market research information. All items are available from authorized resellers and adequate competition is expected which increases competition and potentially better pricing. Fair and reasonable pricing will be determined by market research, competition received from competitive quotations or offers, and any other reasonable basis.

The 49 CES will have an ongoing need to utilize these security cameras and components, as the Emergency Communication Center must be capable of monitoring security of emergency personnel and equipment 24/7/365. 49 CES and 49 CONS will continue to conduct market research to preclude use of sole source and brand name purchases.
