MEMORANDUM FOR AFSC/PZIM Contracting Officer

SUBJECT: Brand Name Justification for Trane HVAC Air Handlers

1. The HVAC equipment which includes a chilled water air handler and variable air volume duct terminal units (VAV boxes) are used as part of the 304 design to provide conditioned air to the enclosure within B9001. The 76MXSG/MXDEJ Facility Engineering office and the associated installation branch have designed and constructed several buildings/enclosures on Tinker AFB that have required HVAC air handlers, all of which have been Trane brand name units that come factory equipped with unit control modules that eliminate the need for custom controls to be designed and installed.

2. Trane air handler and VAV duct terminal unit controllers require the control module be programmed using proprietary Trane programming software. This software has already been purchased and is currently already in use on Tinker for air handler commissioning and troubleshooting. Not only is this already owned software used for troubleshooting, but it is used to create control programs for Trane units that can be copied to new Trane units. The 304 project enclosure design was created with equipment dimensional size, piping connection size and layout, weight, and duct size specifications using the current Trane standardization equipment basis. Equipment purchased from another manufacturer would require the re-design of piping and duct layouts, and unit support structures. Based on an estimated two weeks (80 hours) of engineering man-hours billed at $120 per hour, the engineering cost avoidance savings for control design would be $9,600. Based on an estimated five days (40 hours) of electrical installation man-hours at $45 per hour, the electrical installation cost avoidance savings for control design would be $1,800. Additionally, potential engineering and installation cost avoidance savings of approximately $5,800 may be realized in the elimination of the need design and installation changes to accommodate dimensional variations from the original design basis and would eliminate the gains made by having a standardized design in accordance with the “AFSC way.”

3. Therefore, it is requested that Trane Brand Name equipment is procured to meet all the requirements of the program office and subsequently the warfighters.

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (333415) looking for companies that could provide HVAC Air Handlers.

A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide HVAC Air Handlers.
