About this file
This is a Justification for Sole Source Small Purchase Action form for the acquisition of a Tykma Zetalase XLT1000 Laser Marking System with an estimated cost of $200,000. The form justifies a brand name only procurement through soliciting available distributors rather than negotiating on a noncompetitive basis.
The justification explains that Tykma is currently used at the Watervliet Arsenal with Minilase Pro 3 Software, and any other brand name would be incompatible with existing equipment. The document states that using the same brand name laser engraver will reduce training costs, programming costs, and part transfer time. The form is dated January 21, 2024, and includes digital signatures from both the Contracting Officer and Legal Review.

| Text4[0]: This request is for brand name Tykma Electrox laser engraver equipment. The requirement is for a new Zetalase XLT100 Laser Marking System. Tykma is currently used at the WVA and any other brand name would not be compatible with the equipment already on hand. This is because the existing Tykma laser engravers at the Watervliet Arsenal come with the same software Minilase Pro 3 Software, which is only in Tykma laser engravers. Procuring the same brand name laser engraver will reduce training costs, programming costs, and part transfer time. Thus, Tykma items are the only brand name reasonably available for this action. |
