About this file
This single source justification document proposes the procurement of Trimble survey equipment from a sole source supplier to replace and supplement components for the 45th Contracting Squadron at Patrick Air Force Base. The justification identifies specific Trimble products required including R10 GNSS systems, TSC7 controllers, accessories, and a Trimble Business Center network license. The contracting officer determined that only one source was reasonably available as the Air Force Specialty Code trains and operates solely on Trimble systems, current equipment uses Trimble components requiring cross-functionality, and connectivity between surveyors in the field is critical for sharing data on large projects up to 20 miles away. Market research will be ongoing to evaluate alternative brands that could meet Air Force needs.

Section C: Justification for Soliciting from a Single Source or Brand Name
The equipment listed above are being purchased to replace and support our current survey equipment. Our current equipment include some broken and unrepairable items. If these items arent purchased our mission could be severly affected and possibly come to a stand still.
We require Trimble equipment for many reasons.
1. Our AFSC trains and operates solely on Trimble equipment. Purchasing a different brand will require retraining for all current and future 3E5 members assigned to PAFB.
2. Our current equipment are Trimble which offers cross functionality between all itterations of trimble survey equipment. The TSC controls can connect to multiple Trimble equipment (R10, R8, 5600 some of which we have and will continue to use. Purchasing a different bran will make our current equipment unusable and in turn require additional funding for replacements.
3. Equipment connectivity is extremely important to our surveyors. We operate in high tempo/fast pace construction than require multiple surveys operating on a job-site at the same time. Its routine to connect to other surveyors to share and receive data to complete a project. Purchasing a different brand will add obstacles to this process by requiring numerous trips to the shop to share data. This is unacceptable as we are often required to survey over 20 miles away at CCAFS. Trimble offers this critical ability to quickly share data among teams.
In Accordance With (IAW) FAR 13.106-1(b), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
Section D: Efforts to Obtain Competition
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Market Research will continually be performed periodically as well as each time a new requirement need for equipment purchase, service or replacement arises to determine if there are other manufacturer brands available that can work within the existing system or better serve Air Force needs.
