About this file

This is a Single Source Justification document for a federal contract award under simplified acquisition procedures by the Department of Veterans Affairs. The contracting activity is VISN 09, TVHS Medical Center, Research and Development, located in Nashville, Tennessee. The acquisition (ID# 36C249-26-AP-1727) is for specialized graphics processors valued at $80,819.00, estimated to fall between the micro-purchase threshold and the simplified acquisition threshold, thereby authorizing single source procurement under RFO 12.102(a).

The required equipment is a Supermicro SuperServer 322GA-NR (Config 2) configured with dual Intel Xeon 6980P processors, 1TB of DDR5 ECC memory, dual NVIDIA RTX PRO 6000 Blackwell GPUs, advanced networking adapters, RAID capabilities, Ubuntu Linux 24.04 LTS, and a three-year warranty. The justification for single source procurement is based on the scientific laboratory's requirement for equipment compatible with CUDA architecture GPU software code that is an open-source global standard without alternative. The existing alternative—proprietary FPGA-based equipment sold by Illumina—costs more than twice as much and relies on abandoned technology. Market research was not conducted in the traditional sense; rather, laboratory scientists with direct expertise selected the equipment based on proven performance with tested open-source code and compatibility with the laboratory's specimen data processing requirements. The Contracting Officer, Elizabeth Trimm, certified the justification as accurate and complete on March 17, 2026.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The scientific laboratory equipment employs software code that is a global standard in the field and is without alternative. It requires the requested GPU architecture.

There is an older/outdated alternative on the market that is proprietary (sold by

Illumina), costing more than twice as much and based upon old/abandoned FPGA rather than GPU architecture.

4. Description of market research conducted and results or statement why it was not conducted:

Laboratory scientists who are direct experts in the field with first-hand knowledge of the requirements have selected the requested laboratory equipment for acquisition.

Global scientists have written open-source code for the requested CUDA architecture GPU to process laboratory-generated data from specimens. The code has been tested on the requested equipment and is known to work, markedly out-performing the existing end-of-life laboratory equipment that it replaces.

Forward-looking statements of Illumina reveal that they have abandoned the FPGA platform that they currently sell and will in the future market a GPU-based platform;

lack of current availability, proprietary versions of software requiring annual licenses, and very high costs support purchase of the requested alternative. Since the Illumina GPU equipment is not yet sold and its FPGA is end-of-life, this purchase will require a brand name purchase. It is likely that the future Illumina equipment will employ the same GPU within it, configured instead for their proprietary software.

5. Contracting Officer's Certification: Purchase is approved in accordance with RFO

12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
