SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

PR # NE-EB2000-22-01066

1. Agency and contracting activity.

Department of Commerce, NOAA Acquisition and Grants Office (AGO), Satellite and Information Acquisition Division (SIAD) and National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite and Product Operations (OSPO).

2. Description of supplies or services required to meet agency needs.

To procure a hardware / software tech refresh for the aging Spectrum Analyzer systems located at the Remote Ground Station (RGS) in Dongara Australia. This will include (5) Spectrum Analyzers and associated rack mount kits. A Firm Fixed-Price Purchase Order is anticipated for this award. Delivery shall be 30 days after award.

3. Identification of the single source or the brand name to be solicited.

Brand Name – Keysight Technologies

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

• Compatibility to existing systems or equipment - The required supplies or service (choose one, remove the other) must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement.

These units were selected because the existing software was written to communicate with Keysight units. If another vendor is selected, we run the risk of having to rewrite the software suite at a cost of approximately 100 man hours. This time estimate would include the rewriting of the code, testing and configuration management for the new code versions.

The new spectrum analyzers (SA) will replace existing HP 8590 series spectrum analyzers that are currently being used in the United States Space Force (USSF) Remote Ground Station (RGS) in Dongara, Australia. These units will allow satellite operations to monitor the RF uplinks and downlinks from the Continental United States (CONUS) and determine if the in-theatre operational users are receiving properly formatted RF links. These spectrum analyzers will also be used to facilitate troubleshooting of the as-

V 2.0 built ground system and assist in RF interference (RFI) analysis. All five of these analyzers will be utilized, L&S-band downlinks for both antennas and the primary RF uplink. All spectrum trace data will be transmitted back to CONUS over secure network paths and provided to Wallops and NSOF for analysis.

5. Market Research.

Market Research revealed that an acquisition of non-compliant support of this equipment would cause an unacceptable degradation in data processing and distribution functionality.

Use of any other brand name materials could also result in the need to rewrite the Monitoring and Control software.

The technical point of contact obtained authorized reseller information from Test Equity, Mouser, and TransCat for market research purposes. These companies also provided a quote for the hardware. See Attached Market Research Report.

6. Technical/Requirements Representative Certification

I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.

7. Determination

I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.
