About this file
This is a Sole Source (Including Brand Name) Justification document for a reconnaissance drone procurement by the 5th Contracting Squadron at Minot Air Force Base. The document justifies the sole-source acquisition of a FLIR R80D SkyRaider drone, which is the only drone meeting specific operational requirements for the base's unique environmental conditions of extreme cold and high wind speeds. The procurement includes one R80D kit, shipping, spare parts/repair kit, an isotope identification detector, Pix4D software, a five-day on-site training, R80D Simulator, and long-endurance batteries capable of over an hour of flight time.
The justification is based on the R80D SkyRaider's unique capabilities, including semi-autonomous piloting, ability to operate in cold temperatures, and being the only model with these features on the Air Force Special Operations Command's (AFSOC) Approved Procurement and Operations List for small unmanned aircraft systems (sUAS). The procurement will be a 100% small business set-aside, with Teledyne FLIR (a large business) being the manufacturer and having two authorized small business resellers. The contract is being awarded under the authority of FAR 6.302-1, which allows for sole-source procurement when only one responsible source can satisfy agency requirements.

I. Contracting Activity.
5th Contracting Squadron, Minot, ND
II. Nature and/or description of the action being processed.
This is a new requirement from the ( for a reconnaissance drone to be used by the Flight.
III. Description of supplies/services required to meet agency needs.
One R80D kit, shipping, spare parts/repair kit, the isotope identification detector, Pix4D, a five-day on-site training, R80D Simulator, and long endurance batteries capable of over an hour of flight time. See Salient Characteristics for full requirement description.
IV. Statutory authority permitting other than full and open competition.
FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The R80D is the only drone on the market with the features required for Minot environmental elements. Battery life, isotope identification attachments, and ease of use set the SkyRaider apart from competitors. The semi-autonomous piloting reduces training time and user error. It is capable of flying during cold temperatures and wind speeds for the environmental conditions at Minot. Furthermore, it is the only model with these features on Approved Procurement and Operations List for sUAS systems, signed 14 October 2022, which authorizes acquisition of the FLIR R80D SkyRaider, signed by AFSOC/A3O.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Teledyne is the manufacturer of the FLIR R80D SkyRaider. Teledyne has 2 authorized resellers of the brand-specific drone. As a result, adequate price competition exists.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The anticipated cost to the Government will be fair and reasonable. Prices will be compared with previous contracts awarded for the R80D SkyRaider.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
This procurement will be based off of the 14 October 2022 Non-COTS, Approved Procurement and Operations List for sUAS systems. There is an MFR for small unmanned aircraft systems (sUAS) items that was signed on 14 October 2022. The MFR contains a list of sUAS items that are approved by AFSOC/A3O. The FLIR R80D SkyRaider is on the list of approved sUAS systems. The manufacturer,Teledyne Flir, Inc. (large business) has two authorized resellers of the R80D Skyraider: Both companies are small businesses and are active in SAM.
Because the NAICS code for this procurement, 336413, has a class waiver to the Non-Manufacturer Rule, this requirement will be posted with a combo solicitation IAW FAR 19.502-1(a) as a 100% total small business set aside.
