About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Department of Veterans Affairs. The procurement involves a brand name acquisition of Vocera Badges with Nurse Call Integration for the Nebraska-Western Iowa VA Health Care System, with an estimated cost of $640,600.00. The expansion will add badges and integrate nurse call functionality at the Papillion Community Living Center, specifically expanding an existing $1M Vocera system located at 4101 Woolworth Ave in Omaha, NE.

The acquisition will be solicited as a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside, with market research revealing only two authorized Vocera service providers: Alvarez LLC and Government Marketing & Procurement LLC. The justification cites 41 USC §3304(a)(1) as the statutory authority, specifically noting that only one brand will satisfy agency requirements. The procurement aims to ensure compatibility with the existing Vocera system, and market research will continue to be conducted for future acquisitions to potentially enable competition. The contract is planned to be published on SAM.Gov, with Alvarez LLC, Government Marketing & Procurement, and Vocera/Stryker identified as potential sources.
