Section B: Description of the Supplies/Services Required

Hard wire duress button for the BDOC Desk Monitors, ALT-BDOC Desk Monitors, Main Gate guard staff. Install Vindicator Premise controller and (1) Vindicator Site Commander at the Main Gate for BDOC and Alt BDOC duress annunciation. Install Strobe Sirens for external annunciation at the Main Gate for BDOC and Alt BDOC duress annunciation.

Section C: Justification for Soliciting from a Single Source or Brand Name

This is a brand name requirement as we use the Honeywell Vindicator system for our alarm system. We need a compatible system to Honeywell. We also need a Honeywell certified contractor to work on this project to ensure proper installation and function. Switching the system to any other system would cost well into the $100k+ range. Contracting reached out to Honeywell asking about the Vindicator system to find any suitable or equal product but was told no other product works with the existing system.

Section D: Efforts to Obtain Competition

As this is a brand name requirement, vendors who can offer the Vindicator system as well as the a certified Honeywell technician will be considered for award.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

This requirement will stand as a brand name requirement until a completely new operating systems is obtained. This would require the government to spend over $100k to update the bases security system.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
