BRAND NAME JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS
FROM: Kevin Kimmel, Code 882 TO: Code 02 Acquisition Branch
SUBJ: Brand Name Justification for INS hardware purchase to support tethered elevated system integration onto MUSV/OUSV
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND DELIVERY
REQUIREMENTS
The Sea-Based Aviation and Aeromechanics Branch, , intends to purchase high-performance Inertial Navigation System (INS) hardware to meet the requirements of the upcoming tethered elevated system integration testing on MUSV/OUSV. This test requires highly accurate ship motion measurements to support its sea-trial testing to collect data to validate the simulations and inform experimental observations. The hardware requested herein is a selection of SBG-Systems Ekinox-D series hardware.
The required hardware from SBG-Systems satisfying the requirements are as follows:

2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON CONTRACTOR’S UNIQUE
QUALIFICATIONS OR NATURE OF THE ACQUISITION
This particular SBG hardware was suggested to satisfy the stringent performance and mechanical constraints and its compatibility with existing data acquisition system components to be utilized in support of this testing. This hardware has been tested and evaluated to verify operation within the required test environment and conditions. The Ekinox Series is a product range of high accuracy inertial systems designed to bring robust, maintenance free, and cost-effective MEMS to the tactical grade. This test requires this particular hardware to accommodate its size and accuracy requirements for orientation, positioning, velocity, and heave measurements. The hardware can be competitively acquired, but the part numbers and quantities must be consistent for functionality.
A change in manufacturer other than SBG would require additional time and cost impacts to the MUSV/OUSV tethered elevated systems programs. Changing the hardware manufacturer would incur the following additional tasks: verify new hardware operation, write new hardware configuration software, and write new data acquisition software. Duplicating these tasks would require a minimum of or in labor based on current ND-4 labor rates.
Since significant investments in labor (more than the hardware cost) have been utilized, identifying hardware that satisfies the system requirements and functions with existing software and component interfaces, it is in the tax payer’s best interest to purchase the specifically identified hardware herein. Without procurement of the unique specified hardware there will be significant duplicative effort and costs associated with identifying, evaluating, redesigning, and manufacturing different hardware.
3. MARKET SURVEY
Extensive market research has identified that no other commercially available hardware satisfies the necessary measurement and physical requirements and compatibility with existing hardware.
Additionally, technical personnel are familiar with and confident with the performance of this hardware reducing the cost of implementation and use. The following vendors provided quotes for the SBG-Systems hardware. They were contacted via email with a request for quote (RFQ) for the required hardware listed.
4. ADDITIONAL FACTS
The hardware that is intended for purchase will meet NSWCCD ’s need to execute critical engineering tasks that support programs with on-schedule product delivery, the highest efficiency, and at the lowest possible cost.
5. CUSTOMER SIGNATURE:
I certify that the statements and information provided above, are complete and correct to the best of my knowledge. I understand that the processing of this sole source justification precludes the use of full and open competition.
