About this file

This document is a justification for a sole source brand name procurement. The National Institute of Environmental Health Sciences requires a Nexa3D Xip Pro printer to meet its needs for rapid prototyping in its Fabrication and Repair Studio Laboratory Services facility. The printer must be resin-based, high-throughput, and capable of rapidly swapping resins. It must also print a full layer at once using high intensity UV lights and a precision LCD masking screen to provide the fastest available printing for animal studies requiring durable, autoclave safe parts. Nexa3D is identified as the only manufacturer that can meet these requirements within the necessary equipment size and with an open source modular design and material compatibility. The total estimated value of the proposed sole source procurement is not specified.

e. Description of Requirement (Continue on page 3 if additional space is needed):

Tne project Will entail printing lab appliances for use in animal studies. Toe parts necessary must be durable, and autoclave safe to provide the best results in animal related tests. Toe program office requires a resin-based, high-throughput Masked Stereolithography Apparatus (MSLA) printer that prints a full layer at one time using high intensity UV lights and a precision LCD masking screen. Fast prototyping is essential in order to meet the needs of the Fabrication and Repair Studio (FaRS) Laboratory Services NIE HS facility Whieh requires the fastest available printing. The ability to rapidly swap resins is also critical to meet the government's needs.

5. Authority(# 5 will be addressed by OA):

0FAR 13.106-1(b)(1). For purchases, not exceeding the Simplified Acquisition Threshold (.5 $150,000), if lhe Contracting Officer determines that only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization.

justify the action are: nA) An urgent and compelling need exists, B) Only one source, or 0c) Logical follow-on to an previously issued GSA FAR 8.405-6(a)(1 ). For GSA orders with an estimated value excee g in the Micro-Purchase Threshold (:S. $3,500) the only circumstances that may order, under which aes were given fair opportunity lo be cons1 ered.

FAR 16.5(b)(2). For Task/Delivery Orders under existing IDIQ Contracts, not excee Q in the Simplified Acquisition Threshold $150,000).0A) The need is so urgent that providing fair opportunity would result in unacceptable delays; B) Only one awardee can provide the supplies/services required;

or0C) The requirement is a logical follow-0n to an order previously issued, under w 1ch awardees were given fair opportunity to be considered.

Brand Name. This requirement is for an item that requires a specific brand name, product, or feature of a product, peculiar to one manufacturer, lo be awarded using:i;z}simplified Acquisition Procedures (FAR 13);Q;SA procecures (FAR 8.4); orQxisting Contracts (FAR 16.5).

Rationale and Facts Justifying Details for Not Competing (Continue on page 3 if additional space is needed):

Nexa3D provides the only high-throughput resin based PEE K-like printer on the market with-in the equipment size threshOld, modular open source design, and open source material use.

Nexa3D's printer is more safe to worl< with than other P EEK-lil<e printers on the market due to the use of resin rather than heat/filament and minimizes office/Workshop fume contamination due to the air-filtration and print processing techniques. It allows for much faster prototyping and more flexible swapping of resin.

Nexa3D provides special teehnical support if required and is the only company that can provide this equipment in this format in the price range.

7. Actions to Increase Competition (Continue on page 3 if additional space is needed):

g

The Nexa3D Xip Pro is a modular system that allows expansion to provi<le more features.

FaRS Laboratory Services NIEHS facility will likely use this modularity to expan<l capabilities an<l material compatibilifies. Nexa3Ds can utilize •open source" an<l resins as well as specialize<! resins for specific prototyping.

Market Research (Continue on page 3 if additional space is needed):

FaRS needs a high-throughput PEEK like printer that will fit with-in the work area. Nexa3D provides special teehnical support if require<! an<l is the only company that can provi<le this equipment in this format in the price range. Base<! on government technical requirements, program office assessed capabilities of available MSLA printers on the market from January to July 2023. Although, there are printers available that meet some of the requirements there are literally no other printers that can come close to the performance of this printer. It is the only printer in its dass that has the combination of features that the government requires to meet its nee<ls. This includes: the ability to print PEEK-like materials using resin rather than heaVfilament, the ability to print speed at least 10 times faster than the other printers, the ability to rapi<lly swap resins. best-in-dass air purification an<l use of range of cutting-e<lge teehnologies that produce the best spee<l, precision an<l quality of the final product. The Xip Pro printer can print 24 vertical centimeters per hour, which means that he "XiP Pro" can produce its entire buil<l volume in un<ler two hours. This is consi<lere<l of utmost importance to meet the nee<ls of NIEHS labs to provi<le faster production an<l the most efficient means to expedite print time from <lays to minutes on the smaller objects. Base<! upon the extensive market research con<lucte<l, the NEXA3D Xip Pro printer was <letermine<l to be the only viable option to meet the Government's needs.

9. Additional information to support the justification (Continue on page 3 if additional space is needed):

A<l<ling this printer to FaRS woul<l provi<le a route to complete projects that have been requeste<l over the past two years. This printer is the first in<lication that 3D printing technology is catehing up with project nee<ls here at NIEHS. Delaying this woul<l push these requested projects back months of not years.
