DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C250-22-AP-1115

Contracting Activity: Department of Veterans Affairs, VISN 10, Network Contracting Office 10, 3140 Governors Place Blvd., Suite 210, Kettering, OH 45409. Brand Name Justification.

(VA 2237 #655-22-1-059-0057)

1. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount: The Aleda E. Lutz Medical Center has a requirement for 51 Hill-Rom Pro Plus Surface Mattresses (brand name). The Aleda E. Lutz Medical Center currently utilizes Hill- Rom Centrella (brand name) hospital beds with standard mattress configurations for patient care. The Hill-Rom Pro Plus Surface Mattress is a specialty mattress used for direct patient care to support customized pressure/weight distribution that alleviates pressure induced conditions in patients, such as bed sores, that has proven to be advantageous to the Veterans Affairs clinical staff and patients. A rental contract with Hill-Rom was used in the past for on-demand mattress rentals at the facility, but the demand for the Hill-Rom Pro Plus Surface Mattress has driven the cost benefit in favor of purchasing (rather than renting) the specialty mattresses. The fiscal year 2020 rental costs for the mattresses were estimated at , but actually exceeded in rental costs, which demonstrated to be less cost efficient than procuring the Hill-Rom Pro Plus Surface Mattresses that have a lifespan of 10 years and, in time, will yield significant cost savings. The estimated price of 51 Hill-Rom Pro Plus Surface Mattresses is .

2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is a brand name only justification for Hill-Rom Pro Plus Surface Mattresses (Part Number P7924A01). The Hill-Rom Pro Plus Surface Mattress is a specialized treatment surface that is only compatible with and designed to function with the Hill-Rom Centrella bed frame, which are currently used at the Aleda E.

Lutz Medical Center. No other manufacturer’s mattress will properly function within the existing Hill-Rom Centrella bed frame for the pressure monitoring and adjustments; and reduced disruptions with integrated Advanced Microclimate therapy and x-ray cassette sleeves to achieve clinical benefits derived from complete bed functionality.

3. Description of market research conducted and results or statement why it was not conducted: The VA’s Vendor Information Pages (VIP) was queried using NAICS Code 339113, which resulted in the identification of 546 service-disabled veteran-owned small business (SDVOSB) and veteran-owned small businesses (VOSB) vendors. VIP was then searched using the same NAICS Code (339113) and keyword “Bed” which resulted in the identification of 25 SD/VOSB vendors. The contract specialist then reviewed a recent market research report as provided by the requiring service (the Aleda E. Lutz Medical Center).

VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020

During the review, the contract specialist noted the coordination efforts between VA clinical staff and Hill-Rom Inc., a manufacturer of specialty hospital beds and mattresses. The service’s market research demonstrated that only one product (the Hill-Rom Pro Plus Surface Mattress) is compatible with the existing beds at the Aleda E. Lutz VA Medical Center. A further review of the service’s market research efforts uncovered at two SDVOSB resellers of the Hill-Rom Pro Plus Surface Mattress. After a review of the Small Business Administration (SBA) Nonmanufacturer Rule (NMR) Waiver List, it was determined an NMR waiver exists for hospital beds under the chosen NAICS code for this effort (meaning the NMR is not applicable to this acquisition). Therefore, the VA Rule of Two can be met.

The contract specialist then queried the GSA Advantage website to determine the availability of sources of supply. While numerous supply items from the manufacturer (Hill-Rom Inc.)

are offered by vendors on GSA Advantage, the Hill-Rom Pro Plus Surface Mattress is not a catalog item. With consideration of the above market research findings, the acquisition approach will be an open market, brand name, SDVOSB set aside following the acquisition procedures found at FAR Part 12 and FAR Part 13. The award decision will be based on the lowest price technically acceptable source selection procedure for the following reasons:

Clear requirements and performance objectives will be used; no or minimal additional benefits are anticipated for products exceeding the technical requirements; no or minimal subjective analysis of quotes is necessary for differentiating quotes; an anticipated high level of confidence exists that the review of all technical proposals will not further identify characteristics that would provide value to the VA; and the VA will determine the lowest price reflects the total price, which includes the operation and support of the required products/tasks.

4. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106- 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
