About this file
This justification and approval document authorizes a sole source award of a firm-fixed-price contract for instrumentation technology systems equipment in support of the Weapons Impact Scoring Set program. The Naval Sea Systems Command, Naval Surface Warfare Center Corona Division requires video coordinate digitizers and video combiner multiplexers from the original equipment manufacturer to maintain compatibility with existing proprietary government software and prevent additional redesign, interface, and training costs. The justification cites only one responsible source and no other supplies or services meeting requirements. Market research identified two small business sources but the equipment must be from the brand name manufacturer. A combined synopsis was issued with proposals due by the specified response date and award will be made on a single purchase order to the responsible offeror whose quote conforms to requirements and is most advantageous to the government.

DEPARTMENT OF THE NAVY
NAVAL SURFACE WARFARE CENTER
CORONA DIVISION
PO BOX 5000
CORONA, CA 92878-5000
IN REPLY REFER TO
J&A No. 50, Ser 02/
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity
The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Corona Division (Corona Division), Contracts Department Code 0221.
2. Description of the Action Being Approved
This Justification and Approval (J&A) authorizes the award of a Firm-Fixed-Price, contract on a brand name basis for the procurement of Instrumentation Technology Systems (ITS) equipment. This ITS equipment is in support of the Weapons Impact Scoring Set (WISS) V5, under the cognizance of the Corona Division Range Systems Engineering Department. Authority to act under this J&A shall be effective from the date of approval to the end of the contract term.
3. Description of Supplies/Services
Corona Division, Range Systems Engineering Department (RS11), has a requirement for ITS equipment for use at various WISS ranges. The WISS provides pilot training for delivery of air-to-ground ordnance and ship’s crew operational proficiency in the delivery of ship-to-shore gunfire. The Government has identified the following ITS components as shown below:
Part Number DESCRIPTION QTY 6314 Video Coordinate Digitizer 8 6316 Video Combiner Multiplexer 10
The Government’s needs have been verified by the certifying
Ser 02/ technical and requirements personnel.
4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The procedures in FAR subpart 13.5 will be utilized for this procurement in accordance with (IAW) 41 U.S.C. 1901.
5. Rationale Justifying Use of Cited Statutory Authority
The WISS is a Government owned and developed system using proprietary Government developed software. The WISS V4 is currently fielded on multiple Air Force Tactical Training Ranges (AF TTR) and the WISS program is undergoing an upgrade to address obsolescence issues (V5 upgrade). A requirement of this upgrade effort is to identify and/or upgrade hardware to support the existing WISS systems.
It took RS32 (now named RS11) approximately man hours in software development in order to ensure the ITS equipment interacted with WISS V5. If another brand was used, the Government would have to re-do the software development, create an interface algorithm and scoring software, and conduct training and testing. The table below provides the additional time and cost associated with conducting those activities based on historical efforts.
These costs would not be recovered through competition.
This Audio/Visual (AV) Instrumentation Technology Systems (ITS) equipment is highly specialized. Any additional procurements need to be in compliance and back-fit with existing equipment in order to prevent the onset of additional costs. The AV ITS equipment is in use for the WISS Program, a tested and certified government owned and developed system using proprietary government developed software. The AV ITS equipment is integral to the WISS scoring set currently installed at various Tactical Training Ranges (TTR) worldwide. AV ITS equipment is currently deployed and in use with proven reliability in various environments and situations. Furthermore, operation and maintenance personnel have been trained and certified in the operation, monitoring and troubleshooting of this equipment. To maintain compatibility and to reduce operations and maintenance costs, it will be to the Government's advantage to continue to acquire the equipment.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Market research was conducted to determine if commercial suppliers are capable of meeting the Government’s requirements.
Market research using web-based searches including GSA Advantage, SAM, Google and Bing were able to identify enough SBA suppliers in the commercial market to warrant an SB Set Aside.
The customer listed both Instrumentation Technology Systems and B&H International LLC as qualified SBA suppliers in the commercial market, who they deemed Technically Acceptable.
A Sources Sought Notice (SSN) was posted on the SAM.gov Contract Opportunities website to express the Government’s intent for the purchase of ITS equipment/items. It was posted on 08/11/2021 and ended on 08/18/2021. Two (2) small businesses responded and provided their capability statements, which were sent to RS11 for evaluation.
In accordance with FAR 12.603, a combined synopsis solicitation will be issued for this requirement.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated costs to the Government for the items covered by this J&A will be fair and reasonable. Significant (or similar) quantities of this requirement have been purchased from this offeror in the past and cost/pricing information was received on those past procurements. This information should be sufficient to support the fair and reasonable cost determination of this procurement.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, Corona Division, Contracts Department, Code 02 has no plans at this time to compete future contracts for the types of items covered by this document. If another potential source emerges, Code 02 will assess whether competition for future requirements is feasible.
