About this file

This is a Justification and Approval for Use of Other Than Full and Open Competition, issued by the Naval Criminal Investigative Service (NCIS) Headquarters, located at 27130 Telegraph Road, Quantico, VA.

NCIS requires the procurement of Covert Forensic Imaging Devices (CFID) V3 manufactured by Cellebrite Federal Solutions, Inc. (formerly SCG Canada, Inc.) to enhance drone-related incident investigation capabilities. The requirement consists of six units of the CFID V3 (Part Number IP-CFIDV3U) and six units of support services (Part Number AR-CFIDV3U-SUPPORT-1YR), with a total contract value of $43,950.00. The acquisition is being conducted on a brand name basis under the authority of 10 U.S.C. 3204(a)(1), citing that only one responsible source can satisfy agency requirements. The contracting activity is NCIS-HQ, Business Operations Directorate, Acquisition Division, with delivery required 30 days after award and a performance period running from September 1, 2026 through August 31, 2027. Funding is allocated from FY2026 OM&N appropriation.

The justification emphasizes that the CFID V3 is the only commercially available specialized tool providing the unique combination of immediate drone forensics with integrated SkySafe technology, real-time triage capabilities, multi-faceted digital media exploitation (including SIM card extraction and iOS/Android device content extraction), and forensically sound outputs compatible with industry-standard software suites. Market research confirmed that Cellebrite is the sole proprietary owner and distributor following its acquisition of the original equipment manufacturer, though the devices are available through resellers and on NASA SEWP under two small business vendors. The agency committed to conducting future market reviews to reassess mission needs and maximize competition opportunities on subsequent acquisitions. The manufacturer's point of contact is Natalie Banks (natalie.banks@cellebritefsi.com), located at 1861 International Drive, Suite 310, McLean, VA 22102-4409.

makes it a highly specialized item peculiar to one manufacturer. Therefore, it is in the Government's best interest to limit sources.

6. Specific characteristics of the supplies or services that limit the availability to this/these source(s), i.e., unique features, form-fit-function, etc.). State why the requested material or service represents the minimum requirement(s) of the Government. Describe in detail why only this/these suggested source(s) can furnish the requirement(s) to the exclusion of other sources.

The CFID is a handheld, portable device designed for forward-operating military and law enforcement personnel.

It is the only commercially available specialized tool that provides the following unique combination of capabilities in a single field-deployable unit:

Immediate Drone Forensics: Utilizes the integrated SkySafe technology to directly extract, process, and preview flight logs, media files, and other metadata from a wide range of commercial UAVs, including newer encrypted models.

Real-time Triage: Allows operators to view extracted flight paths and other critical data instantly on a connected Android device, enabling rapid threat assessment and intelligence gathering at the point of capture.

Multi-Faceted Exploitation: Beyond drone forensics, the CFID provides comprehensive digital media exploitation, including SIM card extraction and preview against watchlists (IMSI, etc.), imaging of USB and SD media, and content extraction from iOS and Android devices.

Forensically Sound: Creates industry-standard outputs compatible with major forensic analysis software suites like those from Cellebrite, which has recently acquired SCG Canada, the maker of the CFID.

7. Determination of fair and reasonable pricing.

Pricing will be reviewed prior to award based on price analysis techniques available per FAR 15.404- 1(b)(2).

8. Brief description of Market Research conducted and results or why market research was not conducted.

Initial Market Research was conducted by the Requirement Owner. No other device was found capable of meeting the needs of the government. Teel Technologies, a small business, used to be the sole distributor of these items in the US. Via additional Market Research, the Contract Specialist verified that Cellebrite bought the CFID original OEM and is now the sole proprietary owner and distributor, with several resellers. Teel is no longer an exclusive distributor.

The OEM informed the CS that the devices will be available under a GSA MAS schedule soon, but only under Cellebrite. The devices are available on NASA SEWP under 2 small businesses.

9. Any other factors supporting use of other than full and open ex., National Security, etc.:

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

A market review for similar products or services will be conducted on any future procurements to ensure there are opportunities to maximize competition or to reassess the mission needs with the best solution for the Government.
