About this file
This is a Brand Name Justification document for a sole source procurement of fiber connectors with tin zinc coating manufactured by Glenair Inc. The connectors are required for CLB Schedule A construction with an estimated delivery of 8 weeks after contract award. The justification establishes that no other qualified manufacturer currently exists who can produce mil-spec connectors with the required tin zinc finish to prevent corrosion when integrated with existing hull connectors that are already tin zinc coated.
The procurement is justified as a short-term solution because Glenair is the only company willing to manufacture connectors meeting the same design requirements despite not yet having achieved full mil-spec qualification and OQE certification. Other typical mil-spec connector manufacturers have declined to build these customized connectors, and unqualified manufacturers lack the capability to produce components meeting shipboard military standards. Since Glenair does not sell directly to the government, procurement will occur through authorized distributors listed in the IGCE. The justification explicitly acknowledges that this procurement precludes full and open competition and indicates plans to transition to competitively procured mil-spec connectors in the future once vendors complete testing requirements and obtain proper qualifications.

BRAND NAME JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
Procurement is for fiber connectors with tin zinc coating, quantities outlined in the statement of work. Material will be used for CLB Schedule A construction. Delivery is requested 8 weeks after contract award, estimated dollar value is Brand name is from Glenair inc.
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE/BRAND NAME
BASED ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF
THE ACQUISITION
These connectors are typically made to military specifications; however, no company is currently qualified to manufacture the tin zinc finish in accordance with the military specification. A tin zinc finish is required for our system due to the connectors on hull that these will plug in to already being tin zinc. If we were to use a different connector finish, then there is a high likelihood of corrosion occurring and ruining the system.
Glenair is one of the few qualified manufacturers of mil-spec connectors, and they are the only company that has agreed to build this connector that meets the mil-spec requirements but is not technically qualified yet. All other companies that know how to properly build the connectors have said no, and anyone else would not know how to properly build the mil-spec connectors and would risk the material not performing up to military standard.
3. MARKET SURVEY
Other typical mil-spec connector manufacturers include
. These companies do not want to build these customized connectors for us. Other manufacturers are not qualified to build mil-spec connectors and thus the material would not be suitable for shipboard use.
Glenair was the only company who agreed to manufacturing; however, they do not sell directly to the government so we must go through authorized distributors listed in the
IGCE.
4. ADDITIONAL FACTS
In the future we will procure to the Mil-spec once vendors have passed the testing requirements and can provide OQE. In the short term we are procuring these Glenair connectors as a short-term solution that meet the same design requirements, they just have not passed all mil-std tests yet.
5. APPROVALS:
I certify that the statements and information provided above, are complete and correct to the best of my knowledge. I understand that the processing of this justification precludes the use of full and open competition.
