About this file

This document is a Brand Name Justification form for procuring four Allen Bradley Processor Modules (P/N 1756-L82E) in support of controlling PLC modules for a Towed Communications Buoy Unit. NSWC-Philadelphia conducted an evaluation and determined this specific processor module is the only suitable option due to its unique computing performance, memory capacity, communication speed, and compatibility with existing equipment. A market survey was conducted, examining alternative PLC controllers, but found that switching to another vendor would require extensive redesign, potentially delaying delivery by a year and incurring hundreds of thousands of dollars in additional costs. The requested delivery date is 8 weeks after contract award, with the estimated dollar value redacted in the document.

BRAND NAME JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED

VALUE, AND DELIVERY REQUIREMENTS

Procurement of four (4) Allen Bradley Processor Module, P/N 1756-L82E, in support of controlling Allen Bradley PLC modules. Estimated dollar value is

Requested delivery date of 8 weeks after award of contract.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE/BRAND NAME

BASED ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF

THE ACQUISITION

This processor module provides the necessary computing performance, memory capacity, and communication speed to efficiently control and monitor complex processes. In addition, it allows high-speed data exchange between the controller, I/O modules, and

HMIs system. Its enhanced processing speed improves system scan time and ensures reliable real time control operations. NSWC-Philadelphia performed an evaluation of various modules, comparing processor modules implementing increased processing power for automation, faster communication and data handling, improved reliability, and long-term Rockwell automation support. It was determined that no other modules on the market can meet the performance requirements while also interfacing correctly with our current equipment.

If we were to find another vendor to manufacture a compatible Processor, they would be required to produce a new design including all R&D and testing to down select the appropriate high speed data processor for this application, which would ultimately be required to be approved by the Government.

3. MARKET SURVEY

To begin, we looked in to other similar PLC controllers. Two that were researched and deemed somewhat similar were the controller and the

PLC Controller. Neither of these PLCs had quite the same processing capability, and they also would not interface properly within the Towed Communications Buoy Unit

8 module. Utilizing either of the PLCs would require a complete redesign of the unit, approval of the redesign by our program sponsors, and then environmental qualification testing. This would delay the delivery of these units by a minimum of a year, and the cost impact would likely be in the hundreds of thousands of dollars. Once it was determined that this is the only suitable brand, we then reached out to authorized vendors for cost estimates.
