About this file

This document is a Justification for Brand Name for a Simplified Acquisition, specifically for a supply contract with Honeywell International Inc. (Lenel S2) for an Access Control System (ADS) and Intrusion Detection System (IDS) installation at Naval Support Activities (NSA) Annapolis Building 235. The requirement is to install systems that will make the facility compliant with security standards for SIPR Net workstations and eliminate FPCON vulnerabilities.

The justification for sole source procurement is based on two key factors: (1) the need for complete compatibility with existing NSA Annapolis systems that run on Lenel software and hardware, which is approved by the Navy to connect through the UNCLASS Fiber LAN and NMCI network, and (2) the proprietary nature of the Lenel system, which has been deemed secure and is already in use by NSA Annapolis. The document emphasizes that attempting to procure a different IDS would not be feasible due to cyber security concerns and compatibility issues with the base's existing security infrastructure.

Source Selection Information – See FAR 2.101 and 3.104

Currently Naval Support Activities (NSA) Annapolis ADS/IDS runs on the Lenel software and hardware approved by the Navy to be connected through UNCLASS Fiber LAN system that runs the Navy’s NMCI network. Due to cyber security concerns, approved system allowance, and alignment with NSA system attempting to procure a different IDS that complies with cyber security and is compatible with both base IDS that is monitored by regional security dispatch is not feasible. NS 235 does not have an IDS currently installed so we are insuring this aligns with other IDS on base.

A patent, copyright or proprietary data limits competition.

Lenel is a proprietary system with software that has been deemed secure to be on the same fiber network as the Navy’s NMCI. Furthermore, it is approved by the Navy and is used by NSA Annapolis in their IDS.

Compatibility concerns with other software prohibits competition to another competitor of Lenel to install a different system at NS 235 Document number:
