SOLE SOURCE JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
A Control system is being developed for the FFG-62 Land Based Test Facility (FFG-62).
This control system will include a graphical human interface, which will allow a single operator to monitor and control the test facility from a computer screen incorporating graphical representations of the numerous systems in the test site. This requirement will provide development hardware keys and runtime hardware keys to maintain human-machine interface (HMI) development systems in a lab environment and operational HMI stations on the test facility. GE Fanucs Proficy iFIX (iFIX) is a commercial off the shelf (COTS) software product that NSWCPD currently uses and has the need to continue to use within their test sites. GE iFIX software provides development hardware keys and runtime hardware keys to build and operate the HMI system.
GE iFIX is sold through a network of regional channel partners authorized to sell GE Digital products. AutomaTech Inc.is the only authorized distributor for the Northeast market, including the Philadelphia market.
The estimated cost of the upgraded keys and support is approximately $50,000.
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE/BRAND NAME
BASED ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF
THE ACQUISITION
The required software package is a GE Fanuc trademark product. Proficy iFIX offers a robust SCADA engine, open architecture and highly scalable and distributed networking model. This software product is ideally suited for HMI applications incorporating automation, manual data entry and validation, graphical system presentation, and distributed alarm management. It also complies with industry standards, making it ideal as part of more IT-focused real time data management system. iFIX enables faster, better intelligent control and visibility into the operation of the system under control.
The procurement of an alternate HMI software solution will result in the requirement to replace hardware and acquire training services for the use and functionality of the new product. FFG-62 would also experience increase labor costs and schedule delays, while the controls engineers build a working knowledge of a new HMI development system.
Using iFIX for the FFG-62 test facility control system allows the government to recognize both procurement and labor cost savings, as well as maintain program schedule by utilizing the existing workforce knowledge base of the GE Fanucs Proficy iFIX product. Cost savings will also be received from reuse of existing software products developed using this application for other test facilities.
3. MARKET SURVEY
In addition, the FFG-62 team contacted a number of the GE Digital authorized distributors to request quotes for price competition; however, each vendor referred the government back to AutomaTech Inc. as the authorized vendor for Philadelphia, PA.
4. ADDITIONAL FACTS
As previously stated, NSWCPD has personnel with decades of experience using GE iFIX on numerous test facilities, and the intent to utilize the components from the previous iFIX programs is a cost saving measure for the FFG-62 facility control system. In addition, iFIX is sold through a network of regional channel partners authorized to sell GE Digital products. AutomaTech Inc.is the only authorized distributor for the Northeast market, including the Philadelphia market.
