About this file

This document is a Justification for Single Source Award over the Micro-Purchase Threshold but not exceeding the Simplified Acquisition Threshold (SAT) of $250,000 for the acquisition of Avigilon cameras, licenses, and installation services for the Alaska VA Health Care System (AVAHCS).

The AVAHCS currently operates an Avigilon CCTV system, and adding the same brand of cameras will maintain system consistency and minimize downtime. The Avigilon cameras also meet the National Defense Authorization Act (NDAA) of 2019 requirements prohibiting the use of certain Chinese-manufactured surveillance equipment. Market research was conducted, indicating that 5 Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) can provide the required products and services. The estimated value of the acquisition is not provided. The justification was approved by the Contracting Officer in accordance with FAR 13.106-1(b).

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C260-24-AP-2342 Avigilon Cameras, Licenses, and Installation

1. Contracting Activity: Department of Veterans Affairs, Veterans Health Administration, NCO20, for the Alaska VA Health Care System (AVAHCS). PR-IFCAP # 463-24-3-415-0047.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Avigilon cameras (model # 4.0C-H6A-D1-IR), Avigilon licenses, and installation of cameras for the pharmacy of the AVAHCS Muldoon Clinic, and the women’s health hallway of the AVAHCS Domiciliary building.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The AVAHCS currently operates on an Avigilon CCTV system. Adding the same brand of cameras will keep the system consistent and downtime for system maintenance and issues to a minimum, which is vital to AVAHCS's security and safety. Avigilon cameras also meet the National Defense Authorization Act (NDAA) of 2019, section 889. Under the NDAA, federal agencies are prohibited from procuring telecommunications equipment and services and video surveillance equipment and services from certain prohibited manufacturers from China after August 13, 2019.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted using a Sources Sought Notice and indicated that 5 SDVOSBs are capable of providing the requirements and also meeting the VA Rule of Two.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.

Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
