NSWCCD Sole Source/Brand Name Justification Under SAT Rev 3 Template Effective February 2023
ArcMax is the sole proprietor of the designs and rights to the plasma cutting system in use by ARD. Market research has shown that ArcMax has authorized distributors.
2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment
Manufacturer (OEM).
3. Other Reasons: The ARD currently operates a state-of-the-art ArcMax plasma cutting system, which is powered by FlashCut software. This software is fully compliant with our stringent information technology standards. Moreover, our team members are thoroughly trained and possess comprehensive knowledge required to operate the FlashCut software efficiently.
In terms of equipment, the ARD is equipped with specialized mechanical tools and computers valuing $5K collectively to support the operation of the ArcMax system. Our department boasts an impressive cumulative experience of twenty man-years in the operation, maintenance, and repair of the ArcMax plasma cutting systems.
For the purposes of ensuring consistency, compatibility, optimal performance, and the safety of our plasma cutting operations, the continued use of the ArcMax plasma cutting system is imperative.
Transitioning to a plasma cutting system from an alternative manufacturer would necessitate a comprehensive engineering assessment, retraining on the new software, system reconfiguration, rigorous testing, and the procurement of additional spare parts and maintenance components. Furthermore, it would require the acquisition of specialized mechanical and electronic equipment. The estimated costs associated with these processes are as follows:
Engineering and Procurement: A man-month of ND-IV level engineering and procurement effort, estimated at $15,000.
Reconfiguration and Testing: Two man-months of NT-IV level effort for system reconfiguration and testing, estimated at $5,000.
Training: Additional training costs for another brand are estimated at $10,000.
System Acquisition: The purchase price for a plasma cutting system comparable to ArcMax from another brand is $120,000.
The total estimated cost for acquisition and transition to a plasma cutting system from a different brand is approximately $150,000. Such an undertaking would also adversely affect the acoustic testing and range maintenance schedules for the Submarine programs at the ARD, due to the reallocation of our limited labor resources.
