Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 21, Network Contracting Office21, VA

Southern Nevada Healthcare System – Las Vegas Nevada 2237: 593-24-3-064-0018

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

BRAND NAME ONLY: Elsevier eLearning Collection

The VA Southern Nevada Healthcare System requires the Elsevier eLearning Nurse Training Collection. This web-based training interfaces with TMS and is utilized to provide required education to existing and newly hired staff. Training must meet the regulations and polices of the Office of Patient Care Services and Office of Nursing Services.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Elsevier eLearning Collection training for nursing was previously paid with government purchase card. The Office of Nursing Services which established the policies for the VA utilize the Elsevier collection. Utilizing Elsevier ensures continued standardization across all employees within the VISN.

VA Southern Nevada requires nursing staff to complete education which complies with regulatory requirements and Joint Commission Standards. Continuing to use the Elsevier program will ensure current and new staff receive the same training. Elsevier is the platform approved nationally through the Office of Nursing Services (ONS) and currently integrates with TMS. Education completed through this platform is captured in the TMS learner’s history supporting VHA Directive 0004, Education and Learning Delivery System. Additionally, Elsevier purchased the legal rights to the “ANPD: Frontline Nurse Leader, ASPAN: Mosby's Orientation to Perianesthesia Nursing, Clinical Skills: Mental Behavioral Skills (add on to Core), ENA: Triage 1.1 - Enterprise Wide, Mosby’s ECG Interpretation (MEI) 3.0, Mosby’s Nursing Aide Curriculum, Mosby's Essential Nursing CE, Mosby's Medical Surgical Nursing Orientation.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted utilizing SAM, VetCert, Supply Chain Master Catalog (SCMC), FPDS and an email to the vendor. A VetCert search under NAICS 611430 yielded 3,671 potential SDVOSBs/VOSBs. However no subsequent search was done regarding potentially capable SDVOSB/VOSB. This is a brand name only requirement. A search on the SCMC with key word “Elsevier” yielded zero results. A search on FPDS with key word “Elsevier” yielded numerous awards to Elsevier Inc. and Cox Subscriptions Inc. An email to OEM and large business Elsevier identified Cox https://www.acquisition.gov/?q=/browse/far/13

Subscriptions Inc. as the only authorized distributor and that there are no existing federal pricing schedules. SAM confirmed Cox Subscriptions Inc. is a large business under NACIS 611430.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
