About this file

This document provides a justification for a brand name solicitation related to the United States Naval Academy Autonomous Vehicle and Parts opportunity. The solicitation seeks specific brand name autonomous vehicles, parts, and accessories from a sole source provider to maintain consistency with existing equipment used for research and training purposes at the Naval Academy. The justification cites the need for compatibility, standardization, and ease of maintenance, repair, and operation as reasons for restricting competition to the named brand. The solicitation was issued by the Department of the Navy Naval Supply Systems Command with responses due by July 2023 and anticipated award by September 2023. Pricing will be fixed for one year with options to extend for up to three additional years.

Description of the supplies or services required, the estimated price/cost, and required delivery date.

Two Apache3 autonomous surface vessels with spare parts for up to three vehicles. Required delivery is

September 30, 2023.

In conclusion, the requested supplies or services represent the minimum requirements of the government.

Describe in detail why only this source can furnish the requirements to the exclusion of other sources.

(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

In fall 2022, a contract (purchase order N0018922P0802,) was awarded to CHC Navigation for the purchase of an initial unmanned surface vessel. Since that time, the initial Apache3 has been integrated into USNA existing fleet of maritime vehicles through the development of customized software.

USNA is requesting a brand name to acquire two additional Apache3 USVs to increase their number of

Apache3 vehicles to three to be able to validate formation control algorithms. The primary justification of the brand name is to maintain continuity of hardware and software over the small fleet of vessels. The purchase of two additional Apache3 USVs allows for immediate integration into USNA testing program while also providing additional parts for the existing as well as the newly procured vessels in case of testing mishaps (such as running the vehicle aground … which has happened).

The following are provided as potential examples of reasons to support soliciting from a single source. If these items do not apply, the check-a-blocks may be deleted from the document. The user should include the appropriate rationale for the selected item(s).

☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

The purchase of two additional Apache3 USVs allows for immediate integration into USNA program while also providing additional parts for the existing APACHE3. USNA developed customize software for the previously procured APACHE3. Procuring the same vehicle allows for immediate integration allowing for the software to interface with the newly procured APACHE3 vehicles. The spare parts must also be compatible in form, fit, and function.

☐ A patent, copyright or proprietary data limits competition.

☐ These are "direct replacement" parts/components for existing equipment.
