About this file
This document is a single source justification for a simplified acquisition under FAR 13.106-1 for a brand name item over the micro-purchase threshold. The Department of Veterans Affairs Oklahoma VA Health Care System Network Contracting Office seeks to award a firm-fixed price contract to MGC Diagnostics through its authorized distributor Bravo Inc, for one MGC Platinum Elite DX Body Plethysmograph with RTD. This cardiopulmonary exercise machine is needed by the medical center's Pulmonary Services for patient testing and combines multiple required functions into a single device with the highest measurement quality, ease of use, speed, and patient comfort. Market research found this to be the only system meeting requirements as the sole distributor of the manufacturer's brand name product.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This MGC Platinum Elite DX Body Plethysmograph with RTD combines, into one machine, several functions required by the OKC Pulmonary Services. It has the highest quality measurement with unparalleled ease, speed and comfort for both the technologist and the patient. Testing more patients with increased accuracy in less time. With an Interior volume of 726 L, the Platinum Elite Series body plethysmographs have the smallest footprint of any “body box” on the market while also being able to hold the most weight - ideal for small or crowded labs. The interior volume and the pressure of a body plethysmograph system work together to determine a patients volume of thoracic gas which works better when the interior volume is smaller. If the space directly under a patient’s legs and chair is open, it is a waste of open space that does not facilitate getting good noise-free data. The proprietary flow sensors save time between patients and provides maximum infection control while meeting or exceeding ATS/ERS standards and specifications. It also eliminates warm-ups, flow recalibration and the change of flow sensors with a simple snap-in setup for cost effectivness and faster testing.
