About this file
This document is a brand name justification for the procurement of three Apple computers and compatible accessories for use in a National Oceanic and Atmospheric Administration video studio. The agency requires one MacBook Pro 14" with M2 Max processor, one MacBook Pro 16" with M2 Max processor, one iMac 24" with M1 processor, and compatible Apple accessories including keyboards, mice, power adapters and cables. The estimated value of the procurement is under the simplified acquisition threshold. The brand name justification cites the NOAA studio's exclusive use of Apple computers for video and audio editing due to superior features for working with codecs and multiple formats. Transitioning to non-Apple systems would risk corrupting historical files and require extensive conversion, new software and hardware costs, and staff training. The procurement will replace two out-of-warranty Apple systems through a firm fixed price contract with an expected delivery date of September 4, 2023.

4. Supporting rationale. Only Apple brand name is reasonably available as detailed below:
Brand Name – This particular brand name is essential to the requirement of the NOAA Studio and Ocean Today programs. Market research indicates similar products do not meet or cannot be modified to meet agency needs.
The NOAA video studio platform utilizes Apple computers exclusively for workstations editing video and audio. The feature set of Apple computers are inherently superior in performing video and audio editing particularly when it comes to CODECs. The ability to ingest and export multiple formats of video is inherently simpler to perform due to the compatible software installed with the proprietary Apple operating system. Additionally, these systems are supported by NOS IT technical team who provide support for the entire NOAA Studio. If Apple computers are not purchased, mass terabytes of files would need to be converted from Apple format to a Windows format. However, not all file formats can be seamlessly converted from an Apple system to Windows. This would impact the NOAA Studio and Ocean Today program’s mission because historical files could be corrupted and no longer accessible. In addition, transitioning the studio to Windows computers would be cost with thousands of dollars to procure new hardware and software to test and implement, plus associated labor costs to convert legacy file formats, and training costs associated with NOAA studio team as well as IT management. This request replaces two (2) Apple systems currently used that are no longer under manufacturer’s
