SUBJECT: Brand Name Justification for M22-089 B-53 Wheel Well Door Trailer Fabrication
1. The 76th MXSG request the purchase of brand name McMaster-Carr Material needed for the B-52 Wheel Well Door Trailer Fabrication
2. The Consumer Off-The-Shelf (COTS) McMaster-Carr items being requested within M22-089 are components of a locally created engineering design. M22-089 is associated with the AFMC Form 304-299 Service Order 22B092 B-52 Wheel Well Door Trailer Fabrication. This material is to manufacture prototype equipment B-52 Wheel Well Door Trailer, Drawing No. X202115640A.
As this COTS item is the basis for the design of X202115640A, a substitution cannot be made without incurring a near-total redesign of the trailer. A redesign would take approximately two to three weeks of engineering time (Cost of ~$12,000.00 to AMXG in labor hours), need to be reviewed by our engineering team, and a drawing revision created. Then, AMXG Engineering would need to submit a Change Order to 22B092. Additionally, the AIF’s would need to be rewritten, re-coordinated, and resubmitted by MXSG Planning and Engineering.
3. Therefore, it is requested that McMaster-Carr Brand Name equipment is procured to meet the requirements of Drawing No. X202115640A B-52 Wheel Well Door Trailer, the requirements of the program office, and subsequently the warfighters.
4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (332510) looking for companies that could provide Wheel Well Door Trailer Fabrication Material. A review of small businesses to include 8(a), HUBZone, Service-Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide Wheel Well Door Trailer Fabrication Material. In review there are several sources that can provide this service/commodity for this acquisition.

6. I have determined, in accordance with FAR 13, that the circumstances of this contract action deem a specific brand name to be required.
