The 354 would like to make a Brand-Name purchase for a Bobcat Toolcat with snow removal and forklift attachments.
The 354 CS requirement is to be established as a Brand Name Requirement. The Government has a requirement for a utility machine for snow removal. Due to the level of snowfall in the Eielson area, this equipment must possess certain weight and hauling figures. At a minimum, it must have an operating weight of 5,600 lbs, be capable of hauling 2,000 lbs, along with the towing capacity of 4,000 lbs. These necessary figures are unique to the Bobcat UW56, with no comparable current utility machine. In addition, there are only a small amount of machines that are capable of coming near the capacities mentioned previously but do not meet the capacities required and the attachments are specific to each manufacturer.
The Bobcat Toolcat must be used due to the fact that a Toolcat is the only utility machine on the market that is not classified as a vehicle. According to AFI 24-302 section 2.29.6, the procurement of a vehicle cannot be made with the standard squadron funds. These funds must come through VSCOS with VSCOS approval. However, a piece of equipment may be purchased at any time without VSCOS approval. The Bobcat Toolcat is the only non-vehicle source that has the capability to work with to use multiple attachments for snow removal. These attachments include, but are not limited to, a scoop bucket and snow broom.
The use of these attachments allows the 354 CS to not only clear the parking areas and sidewalks, it will assist with trenching and laying cable duct paths in the ground and backfilling to meet proper environmental standards. Our current method more than doubles the man hours spent on returning ground to proper environmental conditions. Additionally, the Cable Barn is responsible for the snow removal of 5 facilities' entry ways, parking areas, and garage door entrances. These facilities (Bldg 2268, 3109, 3110, 3437, & 1127) are regularly visited by base personnel and regular deliveries/pick-ups and require adequate snow removal while at the moment, snow shovels are being utilized expending
As this is a brand name requirement, the end user as well as Contracting have done market research as well as looked at past requirements to identify multiple sources that offer this particular brand of equipment.
Contracting conducted market research at the unit level to identify potential sources for Bobcat Toolcat. The Contracting Office was able to locate a local potential vendor that meets all requirements. If the Contracting Office requires further assistance in the future, the unit will proceed with further market research to identify any possible commercial alternatives/options.
