About this file

This is a Justification for an Exception to Fair Opportunity or Use of Brand-Name Restriction (CUI form) dated May 20, 2026, submitted by the United States Air Force AFMC/AFSC/OL-H/PZIMC at Hill Air Force Base, Utah.

The contracting activity seeks to procure 20 units of a Sure Power/Eaton Power Supply model CSD5.0 as a new FFP commodity purchase for the 526th EMXS (Expeditionary Missile Squadron) supporting the Minuteman 3 workload. The power supply converts 24 to 30 volts DC input to 5+/-.5 VDC output with dimensions of 3.125" length × 2.75" width × 4.0" height. The justification for brand-name restriction is based on engineering directives specifying Part Number CSD5.0, manufactured by the Sure Power division of Eaton. Although market research identified multiple vendors capable of providing the specified part number under NSN 6130-01-035-5467, the current issue is that only part numbers available through standard DLA channels have been subject to a material deficiency report (MDR) and are unserviceable. The contracting officer determined that anticipated costs will be fair and reasonable based on market research showing price variation and the likelihood that full solicitation will generate additional competition. The agency notes that the 526th EMXS workload is winding down, making this the final need for these items, and therefore no further requirements are anticipated for subsequent acquisitions.
