About this file

This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) submitted by the Department of Veterans Affairs, Network Contracting Office 23 (NCO23) located in Sioux Falls, South Dakota. The justification supports a single-source award for maintenance and recalibration services of Reichert Ophthalmic Instruments Phoropters for the St. Cloud VA Health Care System. The estimated contract value is $57,244.44, funded under line item on2237 656-26-2-023-0007. The acquisition plan action ID is 36C263-26-AP-1320.

The justification establishes that Reichert Ophthalmic Instruments Phoropters are specialized medical equipment requiring brand-specific maintenance by qualified, trained technicians, limiting availability to a single source. Market research efforts included searches of the SBA Small Business Search database using NAICS code 811210 (which yielded zero results), a review of the AbilityOne Procurement List, and a GSA eLibrary search that identified three companies. An email inquiry to these companies resulted in a response from Optics Incorporated, a small business holding GSA Contract 36F79719D0005 under SIN 65 II A Category A-35. A sole source notice (36C26326Q0221) was posted to SAM.gov on 12/17/2025, which generated interest from an SDVOSB company seeking Reichert authorization and an inquiry from Walman Optical (identified as a large business). Contracting Officer John Milroy certified the justification on 02/04/2026 in accordance with FAR 13.106-1(b).
