About this file

This document provides a justification for a brand name only solicitation from the Department of Veterans Affairs for a slit lamp imaging module and DICOM licenses from Haag-Streit. The VA medical center requires the imaging module to be compatible with existing Haag-Streit slit lamps used for routine eye exams of patients. Market research found two SDVOSB responses to a previous sources sought notice but neither offer the latest Haag-Streit imaging module compatible with equipment currently used. Procuring from Haag-Streit as the brand name source avoids duplication of costs for warranties, repairs, and maintenance across new and existing compatible equipment that would not be recovered through competition. The related solicitation is for this imaging module and DICOM licenses from Haag-Streit with an estimated value of $250,000 issued under Veterans Health Administration VISN 5.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

It is in the best interest to procure brand name Haag-Streit products due to the requirement needing to be compatible with existing Haag-Streit items currently utilized at the Hershel "Woody" Williams VA medical center (BQ900 Slit Lamp). Acquiring Haag-Streit products offers the opportunity to procure the requirement without the Veteran’s Health Administration experiencing substantial duplication of cost related to warranties, repairs, maintenance, etc. to new and existing equipment that could not be expected to be recovered through competition.

4. Description of market research conducted and results or statement why it was not conducted:

A search was conducted on veterans.certify.sba.gov using the NAICS code 339112. The search found 618 SDVOSB and VOSB organizations in the results. A sources sought notice (36C24523Q0728) was issued in June 2023 for a similar requirement. Responses from two SDVOSBs and were received holds a Federal Supply Schedule (FSS) that holds Haag-Streit products. The schedule # is 9. The schedule does feature dicom licenses, but does not list the most up-to-date imaging module that are compatible with the slit lamps currently utilized at the medical center. With the following information, the VA Rule of Two can be met.
