Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C255-20-AP-2149 (Apollo AL924Pagers)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Quantity 300 Apollo AL924 NTIA 8 capcode Alphanumeric Pagers on 168.5250 MHZ NB Quantity 200 belt clips for AL924 pagers.
3. Unique characteristics that justify for soliciting a brand name, with the reason no other supplies or services can be used:
The Apollo AL924 NTIA 8 Capcode Alphanumeric Pagers on 168.5250 MHz NB are used for Life Safety measures within the facility since inception and we have never had a pager failure with the Apollo brand. It has the Post Office Code Standardization Advisory Group (POCSAG) that supports 512 Baud Narrowband that will work in the 163-169 MHz band that is programmable. This brand name product is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs. Using after-market pagers could possibly produce a catastrophic event if they do not work with the in-house paging system correctly. These pagers are National Telecommunications and Information Administration (NTIA) compliant and is necessary to ensure compatibility, consistency, functionality, reliability, and uniformity with the existing paging system.
4. Description of market research conducted and results or statement why it was not conducted:
Station conducted market research by requesting informal quotes for the Apollo AL924, NTIA 8 capcode alpha numeric pagers with the 168.5250 MHZ. They received quotes in SEWP from Namtek and BahFed Corp and Open Market from IWA Technical Services Inc.
A search in VIP using NAICS 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) and keywords “Apollo AL924 Alphanumeric Pager” with MO and IL selected resulted in 93 possible vendors.
A search on SBA Dynamic Small Business search tool using NAICS 334220 and keywords “Apollo AL924 Alphanumeric Pager” with SDVOSB and VOSB boxes checked resulted in 0 profiles matching the criteria.
