About this file
This is a Single Source Determination document for the Department of the Interior's Office of Aviation Services (OAS), Alaska Regional Office. The government requires one factory remanufactured, zero total time, or new Lycoming IO-360-A1B6 engine for a Partnavia P68 aircraft. The procurement is specifically for a Lycoming engine (Part Number: RENPL-RT9632) located in Williamsport, PA, which is the only FAA-approved engine that can meet the agency's requirements for their fleet aircraft. Market research confirmed no alternative sources, and the acquisition will be set aside for small business concerns with an estimated 24-month lead time after order. The justification is based on the engine's specific Type Certificate, airworthiness requirements, and the lack of comparable alternatives that can be modified to meet the agency's precise technical needs.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD (SAT)
AUTHORITY: FAR 13.106-1(b)(1)
PR# 0044032431
1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division 2, Branch 5 in support of the Office of Aviation Services (OAS), Alaska Regional Office (AKRO).
2. Description of supplies or services required to meet agency needs.
The Government requires one factory remanufactured (rebuilt), zero total time, or new brand name Lycoming engine, IO-360-A1B6 to be utilized on a Partnavia P68 aircraft. The estimated cost of this required engine is . This industry is faced with backlog and long lead times; the anticipated delivery date is estimated to be 24 months after date of order.
The unit needed is a:
Lycoming Model: IO-360-A1B6 Part Number: RENPL-RT9632
3. Identification of the Brand Name and/or single source to be solicited.
Brand Name: Lycoming Engines 652 Oliver Street Williamsport, PA 17701
4. Reason for authority cited. Brand Name – The particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. If the justification is to cover only the portion of the buy which is brand name, then it should so state; the approval level requirements will then only apply to that portion.
5. Rationale.
The Lycoming IO-360-A1B6 is approved by the Federal Aviation Administration (FAA) and able to be installed on Partnavia P68 aircraft per their Type Certificate or appropriately altered condition. A Type Certificate is issued to signify the airworthiness of an aircraft manufactured to design or “type.” The Type Certificate reflects a determination made by the FAA that the aircraft is manufactured according to an approved design, and that the design ensures compliance with airworthiness requirements. The certificate is issued by the FAA. Once issued, the design cannot be changed without a Supplemental Type Certificate (STC). The Lycoming IO-360- A1B6 is the only engine that can meet the requirement for this fleet aircraft.
6. Market Research.
Market research was conducted using internet searches, reviewing Lycoming authorized distributors’ websites for pricing and availability of engines. Acquisition history and market research for the past awards were both reviewed. Based on several AQD awards, there are small businesses that have agreements with Lycoming to obtain the engines. Knowledgeable government personnel from OAS were interviewed about this need and the FAA’s requirements as well as pricing and availability of the engines in Anchorage, AK. OAS personnel have ordered many engines of this type and have the experience and knowledge necessary to understand this requirement and its challenges.
Mandatory sources were reviewed to include GSAAdvantage. GSA does not provide this product. Other mandatory sources do not provide this item. Market research found this acquisition will be a brand name request IAW FAR 13.106-1(b). Lycoming Engines are the only FAA approved engine that can meet this requirement for the OAS fleet aircraft. A class waiver to the nonmanufacturing rule for this NAICS code was not found.
Based on the efforts described above, market research found this acquisition will be a brand name request IAW FAR 13.106-1(b). Lycoming engines are the only FAA approved engines that can meet this requirement for the OAS fleet aircraft.
Based on market research, agency need, safety, time and warranty, this requirement will be set aside for small business concerns and require brand name Lycoming engines.
Under the authority of FAR 13.106-1(b)(1), the undersigned hereby determines that this action only covers the engines peculiar to Lycoming as a brand name justification.
Rachael Davis Contracting Officer, AQD Chief of Maintenance, OAS
