About this file
This document is a brand name justification letter from the Department of the Air Force requesting approval to solicit for UTS Systems brand tent power and support components to support the 242nd Combat Communications Squadron. The letter specifies the need to procure two portable power distribution units, three integrated light sets and master control boxes, two sets of hanging rigid bars with carry bags, one blackout vestibule, and two semi-hard doors from UTS Systems at an estimated total cost of $4. The justification provided is that the components must exactly match and be compatible with UTS Systems tents procured through the Air Force supply system to avoid issues with configuration and compatibility given the mission requirements, especially during high operations tempo conditions in the field. Market research indicated other brands offer similar capabilities but the Air Force supply system and material list specify UTS Systems components, requiring all additional components to also be from UTS Systems.

DDEPARTMENT OF THE AIR FORCE
HEADQUARTERS 141ST AIR REFUELING WING (AMC)
FAIRCHILD AIR FORCE BASE WASHINGTON
26 September 2023
MEMORANDUM FOR 141 MSG/MSC – BASE CONTRACTING OFFICE
FROM: 242 CBCS
SUBJECT: Brand Name Justification for UTS Systems Brand Tent Power and Support Components
In accordance with Federal Acquisition Regulations, Part 13.106-1(b), I am requesting approval for soliciting for UTS Systems brand Tent Power and Support Components to support the 242 CBCS. The following facts and rationale are presented for your consideration in accordance with FAR, Part 13.106-1(b).
1. Agency and Contracting Activity:
141 ARW – 141st Wing Base Contracting Office.
2. Nature and/or Description of Action:
Justification for soliciting for Brand Name requirement for the procurement of UTS Systems Brand Tent Power and Components
3. Description of Service and Estimated Price:
UTS Systems Brand Tent Power and Support Components
1. Qty: 2 x Portable Power Distribution Units, UT-20246-HD
2. Qty: 1 x TM60 Integrated Light Set and Master Control box, UT-TS-BLJA21-6LS
3. Qty: 2 x TM36 Integrated Light Set and Master Control box, UT-TS-BLJA21-2LS
4. Qty: 2 x 1 Set 8 Hanging Rigid Bar with Carry Bag, UT-RB8
5. Qty: 1 x SM5 Blackout Vestibule, UT-727360
6. Qty: 2 x TM Series Semi Hard Door, UTSHD-01-DT
TOTAL ESTIMATED COST: $
4. Justification:
The specified UTS Systems brand tent power and support components are required to meet UTC 6KTGB requirements per AF LOGFOR Material List Report. The 242 has purchased the tents through the Air Force supply system, however the government must procure the remaining required components on the open market or other means. It is critical for the 242 CBCS to have exact matching and compatible components provided by UTS Systems vs any other brand, in order to avoid issues with configuration and compatibility. The 242 CBCS mission, especially during high opstempo conditions in the field, would be severely hindered if off brand components were attempted to be utilized with the greater tent system.
5. Market Research:
Market research indicates other brands provide tens and components with similar capabilities however since the Air Force supply system and Air Force LOGFOR Material List Report specify UTS System specific tent structures, all components also required must be UTS System brand.
UTS System is a small business, and also does aloe for other businesses to re-sell their tents and equipment. This means that competition will not be limited to a sole source situation.
I, the undersigned, certify that this justification is accurate and complete to the best of my knowledge and belief.
